But almost all the western countries have gone far enough to apologize for the colonial era in some form or the other. Not sure of only Spain and Portugal.
There is a broad based agreement in these society, much as they pride in their imperial splendorous past, the situation was not the same for the ruled.
I think it is a bit complex in India. India was ruled by the Muslims. Should we treat the British as liberators, for they stopped the official state imposed jizya and discrimination of the Islamic rulers? Tippu and Haidar rampaged hindu society and also SriRangam, and looted the temple. which is not reminded often these days.
then again, all of the higher caste continue to treat the dalits bad. where would the dalits start, if they want reparation for crimes of humanity committed against them?
