Both parents and girl. Parents for somehow not inculcating in the girl that cousin marriage is problematic and wrong even from health perspective.

Girl for somehow thinking that she will get love easily after losing one chance and then desperately going for whoever likes her.

I do think Tamil Brahmin community has severe problems. But at the end it comes down to the fact that parents have more or less failed in inculcating proper values into children.

In the exact sake circumstances a north Indian or even Kannada, Telugu Brahmin would not even be thinking what the above girl did.

That being said....she is doing what she has done because parents also failed. No point in blaming the children now.
