Can humans exercise free will or does everything happen according to one's fate? I would like to offer a definition of free will that is not contradictory with the idea of fatalism.
Let us define free will as the ability to attain what one desires. Free will is thus complete when one always attains what one desires. What is a fail proof method to do this? This can be achieved when what one always desires is contentment. For that you need to develop immunity over external forces or gain self control.
Thus free will would be related to self control or the mastery of the external by the internal.
When you look at astrology you have something called the lagna and bhavas which represents the self and environment respectively. A strong lagna is desirable to overcome obstacles and lead a happy life which necessarily means that the internal force should be strong enough to overcome the external influence.
When you will acquire the freewill is itself deterministic, though.
