'Give It Up'- your Gas subsidy

NEW DELHI/MUMBAI: Prime Minister Narendra Modi's magic appears to be working well among cooking gas consumers. With a little assistance from state-run fuel retailers.

Between 30,000 and 40,000 households are giving up LPG subsidy daily in response to a countrywide door-to-door campaign launched by the oil marketers to capitalize on the prime minister's call to 'Give It Up'.

The result is nothing but magical in a country used to government freebies. The number of households surrendering subsidy has already topped 20 lakh mentioned in the PM's Independence Day speech.

What is more striking is that within a day of the PM's speech, the number rose by more than a lakh to 21.26 lakh and has further gone up to 22.57 lakh, oil ministry data shows.

And the number keeps growing by leaps and bounds. Oil company executives say the pace of households giving up subsidy is rising as the door-to door campaign gathers steam.

On Saturday alone, nearly 29,000 households — a tad less than usual — surrendered subsidy. Add to that nearly 50,000 surrender requests that remain pending for verification at any given time, and it makes a compelling narrative of government success.

On August 3, oil minister Dharmendra Pradhan told Parliament that nearly 13.87 lakh consumers had given up subsidy as of July 28. Godfrey Pimenta, convener of Mumbai-based NGO 'Watchdog Foundation', quoted a reply to an RTI query saying 7.77 lakh households had forgone subsidy as of July 1. In other words, the number of people surrendering LPG subsidy almost doubled in a span of 27 days.

"Our campaigners have found that the PM's appeal in the TV ad urging economically well off people to forgo subsidy in favour of the poor has found a resonance among consumers. Many are willing but somehow never got around to doing it for some reason or another. Once our boys approach them with papers, it takes little to make them sign on the dotted line," a senior executive of an oil company told TOI on condition of anonymity since he is not authorized to speak to media.

Modi first made the give it up call in April. The door-to-door campaign was launched in May-end and picked up momentum from June. The campaign is focused on affluent localities. "Someone living in Delhi's GK-I or Mumbai's Pali Hill doesn't need subsidy of about Rs 200 per cylinder at current rates. They understand this and are signing up willingly. The PM's appeal has made it easier for us to persuade people," the executive said.

All this is happening in times of low international oil and gas prices. The real test will be when prices rise and the subsidy gap widens to Rs 400-600 per cylinder. The subsidy had risen to Rs 800 during oil's peak run in the 2008-09 period.

There are 15.3 crore LPG-consuming households registered with the three oil marketing companies. Nearly 14 crore have joined Pahal, the programme for transferring cash subsidy directly into the bank account of consumers. So far, Rs 23,848.32 crore has been transferred by way of subsidy. The government has set a target of getting a crore households to give up subsidy.

I like the door to door campaign...It gives a personal touch..As it is a voluntary initiative, not by force by some GO with an arbitrary income cut off, I guess many will get hooked on to this
 
"Give it up Subsidy" should come from within as a voluntary effort.

Many affluent people are getting State Govt. freebie.
State Govt. can also make a similar move convincing the people who can afford, to have "White colour Card", at the least.
 
How many politicians who have shown wealth in lakhs while submitting applications for contesting elections, have given up.

Similarly, pension given to rich politicians should also be given up, either voluntarily or by force.

Politicians of today would not relinquish any benefit.

I know a case of an ex-minister of Tamilnadu who became MP at a later date.After his defeat,he was receiving both MLA pension and MP pension for more than four years where as he was entitled to one pension only.
After an audit objection from the office of the AG, the over payment made to him was recovered from his SB a/c despite the fact he made a threat to the then manager of the bank.
 
I think first the ministers, MPs, MLAs etc., should give up their gas subsidy and set an example. This door-to-door is nothing but coercing people.
 
Surrender is voluntary. And there are three groups - who want to give up and make the effort to do it online or approaching the dealer. The second group too is for surrender, but sort of lazy to do the administrative work. This group is more forthcoming when approached by good samaritans and acts. The third group will not give up their right to subsidy come what may. Law of nature!
 
Similar action must be taken for petrol and diesel also. The products are highly subsidized.

Subsidy has to be totally removed for those who own four wheelers, or given based on the value of the four wheeler.

After this (may not be called expose' - but most people were unaware of this largesse), everyone stopped talking about Parliament canteen subsidy.

The media too stopped highlighting the issue once they realised that they cant target the govenment alone on the issue and after they gave a rough break up that the media personnel enjoy about 40% of the subsidized canteen facility.
 
MPs form only 10% of the subsidized canteen consumers; rest of the subsidy goes to bureaucrats, journalists, visitors and friends. MPs do not want to lose the goodwill of these groups.

30000 voluntary surrender per day is a decent figure. I did on line booking for a refill at 9:45 and the cyl was delivered at 10:45, not out of turn allotment as time of booking and booking no. were printed on the receipt.

What is the subsidy on these items? After decontrol and oil companies allowed to fix prices, it is not clear what is the subsidy amount?

Similar action must be taken for petrol and diesel also. The products are highly subsidized.

There is no subsidy on petrol for long..Since Nov 2014 there is no subsidy on diesel too...It is market led pricing
 
There are huge taxes on petrol and diesel,It is the most obnoxious of taxes. when oil is 40$ a barrel , we pay thru the nose for it to support a bloated govt.

Most in govt do not work more than couple of hours a day. All this insistence on attendance machines in govt offices does not translate into better performance.

It is wiser to put them to useful work leading to better performance .We can also provide a better working environment to the govt servants with good furniture and

office rooms with AC and other facilities such as transport and food besides freedom at work place to facilitate better performance. Treating them like school kids is

counter productive

While it is good to stop black marketing by dealers by direct bank transfer of gas subsidy, imploring people to give up subsidy by those in power enjoying huge govt benefits is obnoxius.

I think Modi is targeting only the creamy layer ...His aim is to garner 1 crore households who will give up subsidy...It is only growing at the rate of 30K per day...I guess politicians will also be part of it

Giving up gas subsidy at best can be called tokenism.

People are looking for good economic performance in crucial sectors of economy.

The govt has nothing to show on core sectors of power, land reforms,GST .Corruption free govt ,women security remain a dream.Private sector is disappointed on ease of doing business

Instead ,the country is communally surcharged. Lumpen elements of various senas attack women,dalits,minorities. Is this what we voted for?

The idea is very good. Our Modiji will give the gas subsidy to the needy poor. But how? How many households have been benefited by now. How many new connections have been given to the needy poor? at what price? Whether the poor people will be getting the gas at a reduced price? Whether they will be able to bear the recurring cost of buying the cylinder? Whether the poor will be having the necessary infrastructure to keep the cylinder safely? These are all gimmicks only. Oratory power. That is all.

What govt. says about "giving gas connection to a poor person" is not true. Government wants to eliminate gas subsidy completely, and one need not be surprised if new gas connections are given only if you agree to forego subsidy.

Dear Sangom Sir, Gas being the essential ingredient of life,you fix a price people will definitely buy it. Remove the subsidy and say the actual price is this. Still people will purchase it. The opposition parties will make all cue and cry for somedays and then they will settle. Why all these gimmick speeches etc.

I agree with Mr BVRaaghavan, Now that the Oil & Gas prices have come down considerably in the World market, Government should think of reducing the prices of all pertroleum products to affordable level. Then there is no need for subsidy. Oil prices varies from State to State. There must be uniform Tax on all States and uniform prices for them. The entire pricing satructure should come out of "Nehruvian theory", making money out of essentials by higher taxation !

The subsidy is around Rs 150 or lower depending on International crude prices...I think Modi can do away with it instead of going with begging bowl...Oil prices are likely to stay lower for a year or so...What happens if it goes up after an year or tow.Then we have to bear the brunt!
 
The bigger corporates involved in manufacturing 4/2 wheelers would definitely ensure that subsidies to fuel are not withdrawn, as removing subsidy will make a slide in their markets.
