Government to give national identity cards to all Indians: Rajnath

NEW DELHI: Government is preparing the National Population Register incorporating all genuine Indian citizens and will give them national identity cards in a time bound manner.

Home Minister Rajnath Singh announced this in Lok Sabha while replying questions on reports of illegal infiltrations into the country.

"We have to identify who is Indian citizen and who is not. We have to take steps to identify genuine Indian citizen," he said amidst applause from members of the ruling coalition.

Singh said Prime Minister Narendra Modi had recently convened a meeting of various stake holders to discuss how the NPR and Unique Identification Authority of India (UIDAI) work in mutual cooperation to prepared a comprehensive NPR data base.

"The NPR will be prepared in a time bound manner. NPR will identify who is Indian citizen and who is not. All genuine Indian citizens will get a national identity card," he said.

Like what we have here..when a person turns 12 years old he/she needs to register for a National ID and have all the biometrics recorded in a microchip including the finger prints.Even Singapore has this.

Its a good move..and it makes keeping track of citizens easy..even when we go to Banks we have to give this ID card for cash withdrawals and place our thumb of the biometric scanner.

Non residents too have ID cards with different features.

May be it works in your country, but introducing new Identity cards whenever a Government Changes is irritating and time consuming affair for every Citizen here.

A sum of Rs 3,500 crore reported to have been spent so far in the UID, popularly known as Aadhaar scheme which has already enrolled about 63 crore people

The Supreme Court vide its verdict has directed the Government of India to withdraw all orders, which make the Aadhaar card mandatory for availing any service. The court has also directed the Unique Identification Authority of India (UIDAI) not to share any information pertaining to an Aadhaar card holder with any government agency without the prior permission of the card holder. This came as a setback for the Project.

Now the present Government is coming up with new proposal for issue of National Identity Card, another I.D.

How much crores of rupees they intend to spend on this project??

India should have a Aadhaar card/ National Identity card for every Indian National. Just as most of the civilized societies have. But in India with 1.2+ billion people it is next to impossible to issue a unique identity card. Millions do not have birth certificates, millions do not have a permanent address, and the logistics of getting people to the authority to verify the documents.

So on paper it looks good. but will never get it done.

National Identity card as an idea is great but such projects rarely get executed well even in so called civilized countries because the issues from many different perspectives are rarely considered.

First is the issues of who acts as an authentication provider. This means someone has to vouch for the fact that the name in an application along with other particulars are actually accurate. This is non-trivial because who can authenticate the authentication provider itself. Today there is a loose scheme in India from what I understand whereby a postal worker who delivers mail comes and verifies a person's identity. Who can validate that person is trustworthy in the first place ..

The point is that all countries come up with a scheme that has flaws. India's challenge is the sheer size of the population and inability to verify anything satisfactorily.

Second, ID projects even if are successful in giving ID cards that are technologically verifiable brings with it other issues. It may be hard to replicate a ID card but often it is easier to create a large number of spurious entries which is easier to create. In other words it may be hard to copy a passport and steal the identity but it may be easier to create a large number of fake people and apply for passport. Once validated it is impossible to isolate the fake ones because those newly created IDs are protected by the system itself. This is how in USA large number of new social security numbers are created and sold because it goes back to the first problem of how an authentication provider functions.

Third, cost of such projects and ongoing maintenance can only be justified if there are revenue generating applications that can offset the cost. Today in India the ID project was created without properly thinking through what value is realized for the use of the card except mandating its use by government agency. This kind of directives are unsustainable since there is no new revenue or value generated by the ID provided.

Fourth, there are privacy issues that were never thought through since Government may think itself as the authentication provider and hence holder of all information about a person. This kind of thinking will violate India's constitution. This is why Supreme Court has directed the agencies that they cannot use their power and violate individual's rights.

Fifth, not all transactions require all data about a person. In fact requiring too much information when not applicable jeopardizes a person's ID because there is a possibility of it being stolen. If I need to get a cell phone during visit to India the clerk in a store wants copies of my passport and many more information. If someone wants a loan all a bank needs to know is credit worthiness rather than know all details that lead them to assess their creditworthiness. In USA there are credit agencies that assign scores. Such scores are more meaningful to a lender rather than details of transactions of an individual. Besides by taking too much information the decision made is far worse and they may not be able to protect the information.

The new ID project aims to just have modest goals - to know if a person is an Indian citizen or not. It will be still very expensive and still not thought through

We have three big data bases - election register, population register, and now the adhar register. All the three must be compared and unified, and mismatches must be isolated and resolved. Another big problem is registration of over five crore illegal migrants from Bangladesh and Pakistan. Weed in them out will be a big problem, political dynamite.
In my case, my name is misspelt and not corrected even after four attempts and does not match with adhar. Comparing the different databases and correction must be the first step.
