To start a civilization, there must be a starting point -- such as considering certain salient features to be the foundational building blocks of a new civilization. When I think about such building blocks, as you rightly hinted, 'religion' seems to play the key role (that is, to me). I am unable to 'think outside the box' and think of any other factors playing the vital role as the key constituent for a new civilization. Thus I vote for religion to be the building block for a new civilization -- but the thing is that, if it is 'Hindu', it is going to be one again 'Indus Valley Civilization' and nothing else.. therefore it will not be a new civilization.
But I tend to think that religion, with its ability to lay down the code of conduct for people with its specific set of 'rule books' in the form of stories (puranas and ithihasas), its history of its practitioners, etc, is thus the foundation for a new civilization. Besides, religion goes beyond mere laying down of code of conduct for living, it also hands down a 'way of living' and provides mankind with 'goals', 'aspirations' to strive for, etc.. precisely what a new civilization needs.
