The World Bank Group's project Doing Business measures regulations that apply to domestic small and medium-sized businesses in 189 economies around the world.

According to the Doing Business project, "A high ease of doing business ranking means the regulatory environment is more conducive to the starting and operation of a local firm."

The graph, above, shows the Doing Business Score in India from the year 2010 to 2015.

It is important to note that while there is a slight increase in India's Doing Business Score over last 5 years, India's Ease of Doing Business Rank is 142nd among 189 countries in the year 2015. Singapore ranks first in the Ease of Doing Business, followed by New Zealand and Hong Kong.

India’s ranking 142 out of 189, clearly indicates in concrete terms that the regulatory environment in India is not conducive for starting an industry.

Who is to be blamed? The Govt? or the never changing attitude of officials in hierarchy ?
 
Our civil servants at the centre think that all knowledge in the country is only concentrated in them.

They would like to have regulation and control over even people going to their own bathroom if possible.

They would like to invade your privacy , decide what you do in your bedroom.

As long as this thinking prevails , nobody can freely start ant enterprise and succeed .

do you know anything that govt buys , it gets it at about 20 percent atleast more than the market rate,

anyone wanting to start a business has to get clearances from dozen agencies to begin doing anything.

only those who understand the way govt functions can start a business.

others can only be middle men living off those who want to start and run a business.In fact we are a nation of middlemen with a few industrialists

If the Govt. Purchases above 20% over the market rate that too goods / products of sub-standard, how the country could attain real growth. Only the individuals...... politicians,bureaucrats and middlemen flourish. Growth rate shown is only statistical not real.

If at all an industry are started after "buying all the clearance hurdles ", what it would be its pricing policy. Whether this industry could push its products and services in the international market?
Yes. It could.Again the scheme of "export subsidy" in the name of improving the exports.......again strain on the public money......loaded indirectly on public's shoulder.

Alternately, the products and services would go to domestic market loading all the costs (including corruption expenses incurred) on the head of the innocent customer.

In the process, we could see that all the incidental expenses (corpus of corruption) spent by the industries are all on the heads of public either indirectly or directly.

see the situation kerala/west bengal...no company can survive in communist states...even too much capitalism is also bad...
