How govt. /semi govt. agencies work

I wonder many times how govt./semi govt agencies work in service sector
it is very interesting
I was dealing with a piped gas agency for domestic supplying gas for domestic use. the pipe within the kitchen had collected a lot oily muck on it .
since it was inside the kitchen , for reason for safety called the control room call centre . they told me ,in case I register a complaint they can replace the pipe at 1500rs service plus 355 rs a metre in 17 days max.
I said i wanted it to be cleaned and painted and wanted the tel. of nearest service centre.on calling the local service centre , they told me only if I register a complaint at call centre they will service me as bills for service can only be done by call centre.neverthless called on me on persuasion
. after inspection , told me helpfully , i myself can scrap it and paint it myself .also adding that I can buy a paint matching the tiles in the kitchen .. on my suggestuion he should do it for a price, he gave me an alternate .ie. wait for one more year , when they will paint all the pipes in all households in my immediate neighbourhood since five years would be completed by then and they will take up the activity for everyone and not for me alone.
so I was back to square one.this is what happens when services are given by govt. all are encouraging and helpful and nothing gets achieved.


similarly I wanted a locker since my flat got burgled recently and wanted to keep some valuables .
first bank told me that they were trying to create space for lockers for last three years and could not get a sanction .
the next told me that he had a waiting list and he can add my name . in case locker falls vacant i can have it .
the third , a recently opened one looked suspiciously at me and asked if bank manager told me to talk to him . the manager was on leave, he told me to come after a week when the bank manager would return from leave.[this is the week for for taking leave in delhi].
when I asked for the form , he explained the rules which included providing a stamp paper for rs 100 besides deposit of minm. value. agreed for these and asked for the form.

then he said there is a waiting list which only the bank manager has the discretion to waive and told me come next week . since I further insisted to have form , he told me the forms are in branch managers desk which is locked and only manager has the key.

so after a exhaustive round of banks returned without success.
all of you must be having similar experiences .Do you want to share ?

civic agencies-water bill
Two years back , I got a bill for for Rs 1,24684 yes one lakh plus for water consumption for 2 months due to meter being recorded as 4905 instead of 4105. It took me 19 months yes 19 months to get it rectified.
First , the local inspector verified ,if the meter was faulty which it was not ,then the reading ,which he said only the meter reader could say.
The meter reader who was on a holiday after 15 days visited and confirmed the reading and said it was not his fault as his diary had the correct reading.
The blame was put on the centralised IT dept which was 20 Km away . That dept refused to deal with me as they did not do any public dealing .
I was informed that since it was more than 1 lakh boards top clearance has to be got for waiving it off .
after meeting middle level officials with no results , I barged into the room of director of jal board . After seeing my papers and seeing my plight , he was nice enough to instruct the IT dept to revert the charges which was done after 2 months more as billing is done bi monthly .it took me 19 months.
now I share a good relationship with the director who has told me to give him a ring in case I have a problem further and not to offer bribes also to meter readers and inspector.nice of him .
Basically the agencies are good . only they are unable to service properly.

civic agencies-property tax
In chennai about ten back , Housing societies were served with the notice to ensure all members of society pay property tax or else water supply would be cut off to societies.
I had not even got the flat assessed for tax. I traced the assessor who visited my flat . chennai like all towns most get the flats underassessed to save on tax.

He after examining the papers put a figure and said he would not under assess . I liked that . he said however kindly waived the tax for first two years and billed me on the basis of assessment on date of visit . I paid the tax and forgot about it.

After ten years -really ten years , civic agency woke up and sent me a notice to pay for the two years tax. they had computerised and checked all the records and accordingly made the change.
I paid the same without saying a word . if civic agencies can wake up correct mistakes, they deserve to have the extra revenue.
 
civic agencies- electricity
delhi has private discoms . the power charges are cleared by regulatory authorities on the basis of accounts on expenditures incurred on inputs . the discom juggled the accounts it is believed on the basis of purchase from sister companies at inflated prices and got higher prices approved for power. People started getting inflated bills.
recently after AAP came to power for 2 months , AK ordered a CAG audit and gave 50 percent discount on bills.
power is purchased from other states by delhi govt . we hardly have power cuts in summer . however in rainy season or whenever even a drop of water falls from the skies , the discom shut off power until rain ceases . due to switch on -off frequently , the transients damage all electrical appliances such as frig and TVs. every one would have a story to tell on what got damaged in their house.

same happened for me in delhi for my flat...the piped gas line....electric bill...property billl.society maintainence billl....bank locker

problem....just some more.....but compared to delhi....in USA...i got a free bank locker within 10 mins..property tax online checking...

electric bill automatic with smart meter....every thing online...without visiting any offices....just 30 mins to buy a new home

without a single penny bribe.......these thing unimaginable in india..especially delhi/chennai....
 
law and order -police
they are the most interesting lot
I lost a mobile couple of years back . I left it in an auto. I was advised to file FIR as in case it is misused by terrorists ,it would get complicated. I duly went to police for FIR . the police was initially reluctant . on my insistence , made me write the FIR in his register . after reading it , he told me curtly that he will not be able to trace it . he consoled me however that he would not take action against me if my mobile is misused for criminal offence.
three months back my flat got burgled . since AAP was in power 2 policemen immediately landed up in half an hour of report and crime branch with finger print fellows photographed everything.
initially I gave an FIR in plain paper . I found out after a couple of days my gold had not been stolen
the policemen called on me after two days and asked whether I am keen on FIR. I asked whether they could trace the culprit . They said frankly no. I tore off my FIR and told them to go away . they saluted me and they are my good friends now.
 
srvices- gas connections
1. some 25 years back a govt oil consulting firm did some consultancy for IOC.they were pleased with the work and decided to offer gas connections to those who worked on the project. others in the company felt they should share the spoils. so campany approached IOC and managed to collect 400 connections .
Then how to distribute to 400 only . company said give those who do not have should get the same . Immediately all employees certified on an affidavit [cost 10 rs] that they do not have a gas connection . so company unable to decide on this basis gave these on the basis of joining date in company . I still have connection.
2. Suddenly in chennai , IOC insisted that that proof of residence has to be verified for continuing gas supply to houses.My mother in law a senior citzen in seventies a house wife living in a rented flat did not have ID or proof of residence.so the supply stopped.so I opened a bank account with her name and using gas papers as proof of address which the bank accepted . then I used the bank account pass book as proof of address gave a copy of it to IOC .IOC was very satisfied and resumed supplies. lol
