Inconvenient Truths From Statistical Data

These days we are getting bombarded by a lot of statistical data by various agencies which reveal very uncomfortable information.

A report on National health survey talks about high rates of malnutrition in states with high GDP.

A national report on socio economic caste census is a dynamite which political class would do anything to hide.

Another report by Abijeet sen committee talks about rural distress based on statistics.

Then there is RSOC [ Rapid survey on children ] adding to our knowledge of children in rural areas.

Caste census is a dynamite sending tremors through the political class for possible repurcussions in bihar and other states bound for election.

All Data meant for planning and state intervention in various sectors are becoming embarassing for the ruling political classes who are unable to come to terms

with what is happening in the country.

No one wants evidence based analysis of statistical data collected and policies made on that basis.

Rather let us close our eyes and say we do not have data instead and do what politically suits us.

Census data is statistical data. It is just a lie.

The census of castes taken is highly flawed. Many houses were just not visited. Many areas (wards) were just skipped and data filled in approximately from other sources.

This is the plain fact about the so called bomb that is ticking.

Now what form it will be in when let out can be any of this:

The caste X has 1 million members forming 90% of population in the state Y but the political representatives in the State Assembly and the Parliament are just 40% of the total number elected from the state. So there is a dire need for a new legislation which should stipulate that the State Y can have 90% elected members for Assembly, Parliament only from the caste X.

Extend the same logic to Land, jobs, school and college admissions, cows, buffaloes, donkeys, dogs, chicken etc., owned by people belonging to different castes in the state and bring in enabling legislation so that these assets are all owned by people in the ratio of their numbers to the total population thus ensuring fair distribution and social justice.

And if this is not done on a time bound manner the 90% people will march to the Secretariat and there will be all round chaos for which the 10% population will be solely responsible.
 
I am interested in knowing what the explosive findings are in the economic caste census.

1. Christians and muslims too follow caste system and follow untouchability.
2. Same caste which is BC or OBC in one state (or even in one part of the state) is FC in another state.
3. Economic disparity and educational level in every caste is wide. There are very rich, very poor and in between in every caste.
4. There will be more castes than what is in govt records; it will be difficult to reconcile new with old and same caste with different names.

In my case, the ladies only verified name, address, income, qualification of family members and were ready to leave. I insisted that 'brahmin' must be ticked, and added samskrit after tamil, and then hindi and english.

I feel all individual census data should be made public, available online and records corrected if discrepancies are found. There are multiple identity databases - income tax, driving licence, voter id, passport.

Very true.

Add to that, in houses visited, they did not even bother to verify the members. The numbers are bound to be wrong. As they say in statistics, you have to but increase the tolerance ... :-)
 
SECC studied 24.39 cr households across all incomes nationally. they also have caste based data of those studied .

As far as rural households are concerned those earning less than 5000rs per month living in thatched huts with no literate adults, landless , dependant on casual manual

labour were identified

It has been highlighted that Madhyapradesh with 24 %,, chattisgarh with 21% and bihar with 19 percent were identified as the poorest states in the country.

about 21% were sc/st, 29% landless with kutcha houses and 23% with no literate members above 25yrs. Still data on BC/obc is with held

It has been concluded that one in three households is poor.

The level of social and economic deprivation is appalling . Govt is finding it difficult where to draw the the line on poverty.

earlier rangarajan committee had suggested Rs 27 a day income as the poverty line drawing the wrath of all.

Central govt cannot draw a line on poverty for the country and it is felt it should be left to states to decide who is poor,and who all should be beneficiaries of govt

programmes.

The report gives some inconvenient data on states on social indicaters for states like Gujarat with high GDP. It says that the state lags behind states like maharashtra,

tamil nadu on access to Toilet facilities, malnutrition of children to give an example. The caste wise data for social indicaters, for other backward and forward castes

are kept under wraps for political reasons.

the picture on urban poor regarding deprivation are very high though they are better of than their rural counter parts.

indian public would be hotly contesting the data depending on which category /caste they belong to.

political party in power should resist the temptation to suppress inconvenient data

for political reasons
