That is not all. The government taxed the income of the hotelier, and also taxed all the employee of the hotel. On and on.
But the government paid for the road and services (maybe) for the hotelier. It also contributed to the success of the business and all those jobs. Can you imagine a hotel in Fallujah Iraq serving a meal? So there are something government provides for the Tax they collect, it may not be visible or efficient.
