Anybody in the world have the rights to file a patent in any technology.
Cow urine itself is not patentable. As it is naturally occurring without human intervention.
But if you can do something with cow urine to make it useful in some manner (which has not done ever before) then you basically invented something with the use of cow urine, which is patentable. As by filing a patent, you are declaring to that country that you can use cow urine for doing this and this to improve your life. People will like it, buy it and you will be rich.
If the question is about the knowledge we have in india, is being exploited in US, then you must know about TKDL. It is basically a traditional knowledge digital library being supported by Indian government to publish all traditional knowledge India has. This way no one can patent it, once published.
Related to cow urine, if you feel that there is any patent that claims same information, that is known to Indians since ages, you can appeal to US government and that patent will be invalidated.
At the end, those patents will either be claiming information that was never known to Indians, or we need some indian to be pro-active and file a complaint against those patents.
US government will grant all those applications, related to which they do not find any published document. Ultimately, its for the benefit of the world.
Answer (1 of 7): Your question is wrong. USA does not have any patents, it awarded patents to Indian people. Because Indians applied for it there. Simple. US citizens or individuals have not been awarded any patent, afaik they did not apply for it as well. Most patents are applied by CSIR India.
