Is this appeasement or atonement - for next election
After refusing for 12 years to compensate for religious structures damaged during the 2002 riots, the Gujarat government came up with a scheme under which Rs 50,000 would be paid ex gratia in each case.

To this proposal of Rs 50,000 for each shrine, the religious organization, Islamic Relief Committee (IRC), which is also the petitioner in the case, has lodged a strong protest saying that it is "non-commensurate with the loss sustained".
Muslim body rejects govt offer on riot-hit shrines - The Times of India

Gujarat govt was against giving religion based compensation either to temples or to mosques or to shrines as it was against the constitution and fought court battles. This judgement by the court sets a wrong precedent. Even compensation for bhuj earth quake and riot affected properties, all were given a fixed compensation; two options given to the people whose houses were damaged - stay in the same area and accept compensation for repairs or shift to a new area with freehold land and some amount to build a house.

Hindus have not claimed nor given compensation for damaged temples; why shrines are special?

Since the mains stream media mostly gives a biased report for gujarat affairs, any 'truth seeker' has to dig deeper.
