AHMEDABAD: Soon one will find the driving licence and vehicle insurance documents handy at petrol pumps. The city traffic police have decided to go an extra mile to ensure the adherence of traffic rules by citizens as they have decided not to fuel the offenders' run anymore.

A team of senior traffic police officials met petrol pump owners, management and association members on Wednesday and Thursday at the city police headquarters and have sought their support to ensure road safety and traffic rules. As per the decision on Thursday afternoon, no traffic offender will be provided fuel from the petrol pumps that agreed to the suggestions.


Out of 148 pumps, 133 representatives attended the meetings and listened to the proposal by the traffic police. Officials stated that the attendants would not provide fuel to people who have not worn seat belts or helmets, the auto-drivers who have not stipulated information about the helpline number written on back of his seat for the passenger to read, bikes having fancy number plates and cars having dark films on windows. The driver should have a driving licence and a third party insurance with him. These norms shall come into effect in November, soon after Diwali.

This measure will be more effective in enforcing Two wheeler drivers wearing Helmet while driving.

I do welcome the rule which makes wearing of helmet compulsory. In Bangalore, Police catch people who do not wear Helmet while driving. But I doubt asking Petrol Pumps to help implementing the rule is legal, for the simple reason they do not have statutory power to implement the Rule. Refuse to supply Petrol will take them to consumer courts. Again as per the rule book wearing of Helmet is compulsory only when riding a vehicle.

Here are the relevant Sections found in Indian Motor Vehicle Act 1988 (basing on which all State Government make Rules for enforcing the provisions of the Act):

Section 129: It is mandatory to wear a helmet of ISI standard while riding a motor cycle in public place. However, the State Government can make rules as it may think fit. There are decided cases in the Courts that any act aimed at doing good is not violative of any fundamental right.

Section 130: The driver of a motor vehicle in any public place shall, on demand by any Police Officer in uniform, produce his Driving Licence, Registration Certificate, Insurance Certificate, Fitness Certificate and the Permit can be demanded in this manner by Officers of Motor Vehicles Department only.

there is loophole in this law too...somebody can buy petrol in can for somebody......even if u pay some extra...petrol will get without

helmet...THIS IS CALLED...MERA BHARAT MAHAAN.....

You are right. This will not workout. It will be only obligation on the part of the Petrol Bunks to insist for wearing of Helmets and Seat Belts. They cannot refuse Petrol to consumers who don't wear Helmets.

Besides, these Petrol Bunks are also an area where there are lot of irregularties and malpractices taking place in the dispensation of petrol and charging surchage,etc. The meters fitted some of the Petrol Pumps are not fool proof. They give around 20 ml to 120 ml less in a litre and this fraud goes undetected as the machine shows full reading.

Similarly issuing the Bills to all the cusumers is not in practice. And some of the Petrol Bunks supply petrol to consumers in pet bottles which I hope is not permitted.

In few of the ptrol bunks there may be instances of adulteration too.
