End justifies the means provided the means does not cause badness greater the the goodness caused by the end.
 
The meaning of Karma is in the intention. The intention behind action is what matters. His actions must have pre determined with an aim to achieve the goal, the goal of a drug and crime free world. Most of the perpetrators would have met with the same fate even if they have faced a fair trial.

We can illustrate that with our own journey in this world through various rebirths. We face several hardships and sufferings but in the end we become mature enough to realize all the truths and attain moksha. So one might ask if there is God why are there sufferings ? There are sufferings because they are with the objective of the final good. The only point is that the whole exercise should be fair to all as Shri.Ganesh aptly points out.
 
Any means should ensure that innocent people do not suffer but if it is an inevitable consequence of the goodness that is to happen at the end which would prevent much more innocent people from suffering then the means is justified.
 
I would suggest the following as a rule of thumb:

If 1 person suffers because of the means, the means is justified only if it will prevent 10 persons from suffering in the future which is an order of magnitude higher number.

In the case everybody suffers say because of a government policy and if the suffering is for a week, the means is justified only if most of the people do not suffer for 100 weeks, which is two orders of magnitude higher number.
