Protection Homes For Refuge For runaway Couples

Status

States of punjab, haryana and chandigarh are mandated by law to run protection homes where runaway married couples can live under police watch on temporary

basis. The courts of the state or district SP can issue orders to directing couples to these facilities .

There were about 14000 couples who lived there in 2014 up from 366 in 2010 when they were set up in each district of these states.

These couples fear reprisals from their own families and other village folk for defying the rules set by them and fear honour killngs by them .

Most couples prefer safety here to freedom outside.

In a typical home 5 couples live in a room of size15by 20 feet with 2fans ,air cooler, cfl. They share a common bathroom and toilet thats outside the room.

Their movement is restricted to balcony for 30 minutes every evening

Most stay there until the elders swallow their pride , get rid of their murderous rage and get around the to accepting them.

the ASI lady sub inspector Surindr kaur incharge of one of the homes in hissar district calls them 'the facebook and missed call cases whose love blossomed

online"

Many of the couples are from conservative families with only arranged marriages where now smart phones and social networking are changing the rules of love.

Very few of the couples have a happy ending after their stay in these shelter homes. Only those with one of the partner is a regular earner , have a decent life

later. These constitute only 10 percent. Most of couples there are people with hearts but their mind stops working .lol

It is a very inappropriate comparison .If someone is a runaway bride fearing danger to life , one would not mind staying even in a safe rathole.

Their position is pathetic.

The atmosphere of violence and general lawlessness even in cities has made life very insecure for all women.

There is a price to be paid for defiance of societys norms specially in the countryside.

I know one north indian young married girl who had been retained to look after a very senior ailing person in my extended family.

She had left her husband because of domestic violence.

She had approached police who told her that they could not offer her protection from husband as he was politically connected and told her to leave the city for her

own good

The girl was sent off to mumbai by her family to work there far away from husband.

If a girl is poor and gets into difficulty ,there is hardly any protection

I think it is the khap panchayat? Heard through one of my cousins about the strict rules imposed, based on caste lines. Anyone who dares is looking at antagonizing an entire group and facing oztracization. Besides, they also hunt and take out, either one or both of them.

Barbaric customs and rules. Fit enough to be dealt with an iron hand. I fully agree with the observation taken from wiki:

The Supreme Court has declared illegal 'Khap panchayats' which often decree or encourage honour killings or other institutionalised atrocities against boys and girls of different castes and religions who wish to get married or have married.[SUP][11][/SUP]
This is wholly illegal and has to be ruthlessly stamped out. There is nothing honourable in honour killing or other atrocities and, in fact, it is nothing but barbaric and shameful murder. Other atrocities in respect of the personal lives of people committed by brutal, feudal-minded persons deserve harsh punishment. Only this way can we stamp out such acts of barbarism and feudal mentality. Moreover, these acts take the law into their own hands, and amount to kangaroo courts, which are wholly illegal.
—Bench of Justices Markandey Katju and Gyan Sudha Misra

Likewise it needs to be extended to the south. Fear is the tool that is capable of eradicating such a menace. Education helps, but it will not eradicate. We need laws that are capable of protecting a citizen's life, dignity and personal freedom. The current India is far from that.
