Madhya Pradesh Home Minister Babulal Gaur on Thursday landed in a controversy with his remarks that no government can ensure rape is prevented and action can be taken only after the act, triggering angry reactions from the Congress which said he has no right to continue in office.

“It is a social crime which depends on the man and the woman. It is sometimes right and sometimes wrong. Unless a complaint is filed, nothing happens,” he said.

The minister went on to amplify that, “It is not possible for any government to ensure that rape is not committed. Action can be taken only after the act is done.”

He said women should learn judo, karate to defend themselves. “Unless the person wants, no one can dare touch her. The item numbers in films create a bad environment,” he sought to reason.

Wow what kind of attitude towards women???

Rape is sometimes right??

Doesn't he have some grey matter up in his skull?

How can sexuality violating a person be right?

Total primitive thinking!

He should resign.

It is virtually impossible to prevent rapes in any part of the world but at least when women are stopped being blamed for rapes and harsher sentences are imposed it might help to a certain extent and at the same time all precautions to prevent crime should be practiced by both males and females...but rape should never be justified on any grounds.

Ban Ki-moon criticises Mulayam’s ‘boys will be boys’ remark

The United States and the United Nations have been sharp in their condemnation of the rape and hanging of two girls in Badaun district of Uttar Pradesh. While the U.S. State Department said it was “horrified” by the crimes, U.N. Secretary-General Ban Ki-moon criticised the statements of Samajwadi Party leader Mulayam Singh in an oblique reference, saying: “We say no to the dismissive, destructive attitude of ‘boys will be boys.’”

Mr. Ban, who made his comments in New York at the launch of a video campaign against sexual violence, said he “was especially appalled by the brutal rape and gruesome murder of two teenaged women in India.”

The External Affairs Ministry made no official response to the statements, but official sources said the comments had been noted, saying the U.S. and the U.N. should be aware that “there is a system already in place and the process has already been set in motion to deliver justice and law and order.”

Recently out here in Msia a 14 year old girl was raped 30 times all night long by a group of 13 men who were all related to each other..3 of the rapists where a father and his 2 sons!

Police have caught all rapists.

Rapes do happen all around the world..but the difference is here the victim is not blamed and politicians dare not blame women for rape and police take actions against rapist.

In India the problem is politicians and even women themselves blame the victims.

That mindset has to change.

The media is known to twist while translating views of some politicians, especially of BJP. Unless one hears the full interview, selective quotes of half sentences and misleading english translations will only give a deliberate wrong picture.
1. Rape is a serious crime, condemnable and punishable. USA has 4 time more cases of reported rape as compared to india with one fourth population.
2. Enactment of very stiff laws will not eradicate rape as like in all cases of violent crimes, including murder. Even harsh sentences have not prevented bankers, financiers and politicians from committing fraud. Some go to jail, some escape, some are not even detected.
3. That is why the individual or the victim has to take precautions and this was highlighted by the bjp politician.
4. The problem has to be attacked from all fronts - education, counselling, quick arrest and sentencing, and training potential victims to take due precautions.

Possible...its also depends one what language the speaker thought in and spoke..cos I have noted that people who think in their native language and speak in English tend to actually say something very different from what they actually want to convey.

So there is a possibility that he said 'sometimes a rape can be a genuine true case or sometimes it might just be not (in cases where a woman falsely accuses a man) and it got misinterpreted as right and wrong.

Coming to those who think in their native language and speak English..I will give an example...once a Tamil speaking person used to the word "are these family girls" when he spoke English and I was thinking "what is he trying to say? all humans had families at one time"..it took me sometime to realize that he was thinking in Tamil cos Kudumba Ponnu means a well behaved girl in Tamil but a direct translation as in "Family Girl" makes no sense in English.

Another word often used wrongly in English by Tamil speakers is the word color.

They say "he/she is lacking color" when referring to a dark skinned person..but in English when a person is said to be lacking color that denotes very pale skin.

People of color are those who are not of Causacian origin.

So the best if not to think in one language and speak in a different language..mistakes are bound to happen.
