Yes. According to ancient custom, it is said that timing is more important. The morning sandhyavandanam has to be performed before the sunrise. Maadhyanniham to be performed at noon and evening sandhyavandanam before sunset. In tamil, it is said - காணாமல், கோணாமல், கண்டு - கொடு. காணாமல் means without seeing the sun (before sunrise); கோணாமல் means when the sun is at 90 degrees; கண்டு means when the sun shines in the west (before sunset). The word கொடு refers to argyam.
 
Yes it is correct Timin is more importaant in doing pradha sandhyavandanam before sunrise +i.e in brahma muhurtham
it is mentioned that if we do sandyavanthan in apt time then taking snanam is also relaxed but it does not mean
we can do sandyavantdanam ater 6.0 a.m without taking bath. however after 6.00 a.m the mentined time has has expired
so we can do sandyavantham aftet taking bath with additonaly giving one argyam on account of p rayachitha argam we can
do sandhyavanthanam upto 7.30 a.m
like this for madhyanikam and sayam sandhyavanthanam are to be done,
