Srardham for parents by children

Hello,
When parents have many sons (more than 1), is everyone expected to perform Srardham if they live in different cities/countries? My understanding is that the eldest conducts the ceremony and all others participate. When that is not possible???
Also can the younger one perform srardham (if the answer to the earlier question is no) if the elder one chooses not to perform it?

my father was the third son and he used to conduct srartham for his parents.

however, occassionally, his older brother used to come for the function from out of town. at these times, dad used to take on a secondary role.
