The Income Tax department on Tuesday conducted a raid at the premises of Tamil Nadu Chief Secretary P Rama Mohana Rao. The raids were conducted at his residence this morning, reports the Hindu. A senior investigating officer told The Hindu that the Chief Secretary has been under the scanner for quite some time now. Rao was appointed Chief Secretary in June this year. More details awaited.

CHITTOOR: Income Tax authorities raided the residence of DK Badrinarayana, relative of Tamil Nadu chief secretary Rammohana Rao, at Chittoor on Wednesday.

The raids began at 7 AM this morning, in connection with the nation-wide raids post demonitisation. Raids were conducted on the properties of Rammohana Rao in Tamil Nadu, Andhra Pradesh and Karnataka. The quantum of properties seized, is yet to be revealed by the I-T sleuths who are verifying all the documents and preparing the indent of the properties, gold and other assets.
Badrinarayana is also brother of TTD former chairman late DK Adikeshavulu Naidu. He is reportedly into various businesses including mining and real estate. He also had connections with former TTD board member Sekhar Reddy who was a recent target of the I-T department.

Rammohana Rao who is currently working as chief secretary of Tamil Nadu, belongs to Prakasam district and his son had recently married Badrinarayana’s daughter.

According to the Indian Express, it has been alleged that Rao had close links with AIADMK functionary and businessman Shekhar Reddy, whose businesses and residence were raided by the IT department earlier this month. The raid on Reddy proved to be the biggest post-demonetisation seizure, with Rs 34 crore currency in Rs 2,000 notes and 167 kg of gold recovered. The CBI and Enforcement Directorate, who carried out the raid jointly, had underestimated what they would find.
Sources told NDTV that it was the findings from the raid on Reddy that raised questions about Rao.
Fifty-eight-year-old Rao, who earlier served as the additional chief secretary to the chief minister, was made chief secretary in June this year.

Tamil Nadu Chief Secy P Rama Mohana Rao suspended after income tax raids.

Girija Vaidyanathan, Additional Chief Secretary and Commissioner of Land Administration has been appointed Chief Secretary of Tamil Nadu in his place , a government order said.


This comes after the income tax department on Wednesday carried out raids at the residence and office of P Rama Mohana Rao, the residence of his son Vivek in the city, and the latter's in-laws' house in Chittoor in Andhra Pradesh.

Tax officials said Rs 30 lakh in new Rs 2,000 notes, five kilograms of gold and documents with details of undisclosed assets worth about Rs 5 crore were recovered during the raids carried out at 11 places.


Girija Vaidyanathan is an officer of the 1981 batch of Indian Administrative Service (IAS). She has about two-and-a-half years to go for retirement.
She will also hold full additional charge of Vigilance Commissioner and Commissioner for Administrative Reforms.

I-T raid on P Rama Mohana Rao: BJP's last-ditch effort to make note ban count

The first question that the raid on the office of the Tamil Nadu chief secretary P Rama Mohana Rao raises is this: Had Jayalalithaa been alive, would this have happened?

The answer is an unequivocal no. In fact, such a raid wouldn't have happened without massive political aftershocks in any other state because chief secretary is not just a senior IAS officer, but the secretary of the state cabinet. He/she is also the administrative lynchpin of a state, the chief of staff of the government.

Yesterday, when the Income Tax (I-T) officials walked into his office under the protection provided by armed CRPF forces, what they had breached was the notional sovereignty of the state secretariat, lorded over till recently by one of the most powerful politicians of India.


Chief secretary is the appointee of the chief minister — in this case, the appointee of the all powerful Jaya — and raiding his office on suspicions of black money and illegal deals hence taints the chief minister’s office itself. Notwithstanding the merits of the case, it’s a political black-mark that will be recorded in history. This has rarely happened.

Whether there is a political intent to show the new leadership of the state’s ruling party its place or not, this move would certain alarm the AIADMK and the government. Reportedly, the I-T officials have seized Rs 30 lakhs in new currency, five kg of gold and documents that show a lot of undisclosed assets from the raids in premises associated with Rao. The leads for the raids came from massive seizures from Shekhar Reddy, a contractor he was close to. Reddy, who was also seen (in photos published by the media) with chief minister O Panneerselvam, has been arrested by the CBI and his interrogation might lead to more action on Rao and possibly, others.

Whether the BJP acknowledges it or not, it’s naive to think that it will not politically exploit Rao’s dilemma and its potential lethality. Probably, it will be a leash that the Centre could use to keep the AIADMK with it. If the raids on Rao’s premises and office don’t lead to more raids, seizures and arrest of politically influential people, and the present momentum of the I-T department peters out, it will be a reasonable fair-weather sign. If the momentum continues, it will mean that either the government is serious or is looking for a better bargain.

The theories that this was a planned political attack on the state are most likely wrong because Reddy was an incidental find and Rao’s links with him were incidental too. The only political part was the decision to go ahead, which under genuine rule of law should have any way happened.

Whether there is a political intent to show the new leadership of the state’s ruling party its place or not, this move would certain alarm the AIADMK and the government. Reportedly, the I-T officials have seized Rs 30 lakhs in new currency, five kg of gold and documents that show a lot of undisclosed assets from the raids in premises associated with Rao. The leads for the raids came from massive seizures from Shekhar Reddy, a contractor he was close to. Reddy, who was also seen (in photos published by the media) with chief minister O Panneerselvam, has been arrested by the CBI and his interrogation might lead to more action on Rao and possibly, others.

Whether the BJP acknowledges it or not, it’s naive to think that it will not politically exploit Rao’s dilemma and its potential lethality. Probably, it will be a leash that the Centre could use to keep the AIADMK with it. If the raids on Rao’s premises and office don’t lead to more raids, seizures and arrest of politically influential people, and the present momentum of the I-T department peters out, it will be a reasonable fair-weather sign. If the momentum continues, it will mean that either the government is serious or is looking for a better bargain.

The theories that this was a planned political attack on the state are most likely wrong because Reddy was an incidental find and Rao’s links with him were incidental too. The only political part was the decision to go ahead, which under genuine rule of law should have any way happened.

IT-raids on TN Chief Secy: The corruption paradox, and why we desperately need a Lok Ayuktha

Unless Tamil Nadu corrects the systemic impunity offered by the state to its top "public servants", it would not be able to fight corruption.

If there is a state crying out for a Lok Ayuktha (the anti-corruption ombudsman mandated by Lokpal Act of 2014), it is Tamil Nadu. At present, the state's Chief Secretary (who has since been replaced) is the target of Income Tax Dept raids, while the late Chief Minister, Jayalalithaa herself served jail time briefly for possessing disproportionate assets.
The Lokpal and Lok Ayuktha authorities were designed to solve, among other issues, a basic paradox in Indian bureaucratic structure. The paradox is best explained with the current raids on P Rama Mohana Rao, the former Chief Secretary, and hence the apex bureaucrat in Tamil Nadu.

The state's primary anti-corruption authority is the Department of Vigilance and Anti-Corruption (DVAC). DVAC requires the permission of the Tamil Nadu Vigilance Commissioner, among others, to investigate the Chief Secretary. The present Vigilance Commissioner of Tamil Nadu is the very same Rama Mohana Rao.

If someone had proffered a DVAC complaint on Rao, accusing him of disproportionate assets, he sits in a very happy position of authorizing an investigation on himself.

One issue is the practice, in Tamil Nadu, of letting the Chief Secretary hold the additional charge of Vigilance Commissioner. The Ram Mohana Rao raids have brought the effects of such careless and irresponsible allocation of portfolios to the fore. The Vigilance Commissioner needs to be an independent charge, at a minimum.

However, the bigger paradox remains - how can the state fight corruption when its top officials and people's representatives are themselves corrupt?

CHENNAI: Income tax officials on Thursday claimed that former Tamil Nadu chief secretary P Rama Mohana Rao's son has "admitted to a total unaccounted income of about Rs 17 crore", a day after I-T raids were carried out at the top bureaucrat's house, office and other premises linked to his kin in connection with a tax evasion probe.

"Vivek has admitted to a total unaccounted income of about Rs 17 crore which includes Rs five crore disclosure made by him yesterday ," a top tax official said on the condition of anonymity .

He said disclosure of income made by Vivek happened against the backdrop of evidence gathered by tax sleuths after they zeroed in on Shekar Reddy and his associate from whose premises cash of Rs 135 crore and 177 kg gold bars were seized recently .




Vivek could not be contacted for his comment. Rao was on Thursday replaced from the top post.

Similarly, in related searches conducted by income tax officers at the premises of two individuals in Chennai -one of them a former foreign service official who headed the state's Environment Impact Assessment Authority -the duo had also admitted unaccounted money , the official said. "While the former IFS official has admitted to unaccounted money -an income of about Rs 1.1 crore, another person has admitted to Rs 1.75 crore," the official said.

Tamil Nadu's ex-Chief Secretary P Rama Mohana Rao, whose premises was raided by the income tax department was this week, has been admitted to the Ramachandra hospital.



Rao was admitted to ICU after he complained of chest pain.


Rao was sacked as the chief secretary on December 22 following an I-T raid at his residence and office that led to the recovery of Rs 30 lakh in new notes and 5 kg of gold, along with documents with details of undisclosed assets worth Rs 5 crore.


The Income Tax department conducted a raid at the residences of Rao and his son Vivek in Chennai and also at his office at the Secretariat on Tuesday. The raids began at 5:30 am with over 20 officials searching Rao's property. I-T officials carried out raids at 14 places. The Tamil Nadu Police and CRPF personnel were also present in his office at the Secretariat.


Raids were also carried out at the houses of Rao's son in Thiruvanmiyur and daughter in Manapakkam near the Chennai international airport.

The searches are going on, they said declining to give any further detail.


CBI had on December 22 arrested Ratnam and another quarry contractor Ramachandran, and Reddy's auditor Premkumar following investigations in connection with recent Income Tax searches at his residence and office in Chennai that resulted in seizure of 127 kg of gold and over Rs 170 crore in cash post-demonetisation.

சட்டமன்ற தேர்தல் 2016 க்கான நடத்தை விதிமுறைகள் அமலில் இருக்கும் போது முதல்வரின் செயலாளராக இருந்தார் ராம்மோகன்ராவ். அப்போது அவருடைய பினாமி நிறுவனமான Pathmavathi Hospitality & Facilities Managment Service 30.04.2016 அன்று ரூ.129.86 கோடிக்கு டெண்டர் கொடுக்கப்பட்டது. தமிழகத்தின் மருத்துவக்கல்லூரிகள் மற்றும் மருத்துவமனைகளில் House Keeping and Security Services பணிக்காக 18..9.2013 ல் இரண்டு ஆண்டுகளுக்கு ஆண்டுக்கு 67.16 கோடிக்கான ஒப்பந்தம் போடப்பட்டிருந்தது. இதன் பின்னணியில் ராம்மோகன்ராவ் இருந்ததால் மூன்று ஆண்டுகளுக்கு அந்த ஒப்பந்தம் மீண்டும் புதிப்பிக்கப்பட்டது. அதன்படி போட்ட ஒப்பந்தம் 17.9.2016 அன்றுதான் முடிவடைகிறது. அப்படியென்றால் 2016 ஆம் ஆண்டு ஆகஸ்ட் மாதம் மீண்டும் டெண்டர் விட வேண்டும். ஆனால் 2016 தேர்தலில் அ.தி.மு.க.தோற்றுவிடும். தி.மு.க.ஆட்சிக்கு வரும்.
அப்படி தி.மு.க. வந்துவிட்டால் Pathmavathi Hospitality & Facilities Managment Service க்கு ஒப்பந்தம் கிடைக்காது என்று முடிவெடுத்த ராம்மோகன்ராவ் முன்கூட்டியே டெண்டர் கோரவைத்தார். தமிழ்நாடு மருத்துவக்கல்வி இயக்குநரகம் 12.1.2016ல் டெண்டர் கோரியது. 129.86.கோடிக்கான டெண்டருக்கு 15 நாட்கள் மட்டுமே அவகாசம் கொடுக்கவைத்தார். இந்த டெண்டருக்காக எந்த பத்திரிகையில் விளம்பரம் கொடுத்தார்கள் என்பது ஆண்டவனுக்கே வெளிச்சம். மருத்துவக் கல்லூரி மருத்துவமனைகளுக்கான OUT SERVICING டெண்டரில் கலந்து கொண்ட நிறுவனங்கள், அவர்கள்கொடுத்த பிரைஸ் லிஸ்ட், இறுதி செய்யப்பட்ட நிறுவனம் இதைப்பற்றியெல்லாம் கோப்புகளில் எதுவும் குறிப்பிடாமல் 30.4.2016 அதாவது சட்டமன்ற தேர்தல்விதிமுறைகள் அமலில் இருக்கும் போது தமிழக மருத்துவக்கல்லூரி இயக்குநர் டாக்டர் விமலா Pathmavathi Hospitality & Facilities Managment Service நிறுவனத்துடன் ரூ.129.86.கோடிக்கு ஒப்பந்தம் போடுகிறார். இந்த ஒப்பந்தம் 1.5.2016 முதல் நடைமுறைக்கு வந்தது. இதற்கான ஒப்பந்தத்தில் ராம்மோகன்ராவின் உறவினர் சீனிவாசராவ் சாட்சி கையெழுத்து போட்டுள்ளார். இந்த டெண்டரில் மட்டும் 100 கோடி ரூபாய் ஊழல் செய்திருக்கிறார் ராம்மோகன்ராவ். இந்த புள்ளிவிவரங்களை ஆசிர்வாதம் ஆசாரி என்பவர் துள்ளியமாக போட்டுக்கொடுத்துள்ளார். இவர் தமிழக அரசின் நடவடிக்கைகளை பா.ஜ.க.தலைமைக்கு அப்டேட் செய்ய நியமிக்கப்பட்டவராவார். அடுத்து, *வீட்டுவசதி வாரியத்தின் சுமார் 100 கோடி மதிப்புள்ள 2.28.ஏக்கர் நிலத்தை ஸ்வாகா செய்து, சமீபத்தில் கைதாகி ஜாமினில் வெளிவந்திருக்கும் ஒரு கல்வியாளரின் பின்னணியில் ராம் மோகன் ராவ் உள்ளார். வில்லிவாக்கம் ஊராட்சி ஒன்றியத்தில் இருந்த ராமாபுரம் கிராமம், தற்போது சென்னை மாநகராட்சியுடன் இணைக்கப்பட்டுள்ளது. இங்கு ரூ.100மதிப்புள்ள வீட்டுவசதி வாரியத்துக்கு சொந்தமான சர்வே எண் 134/10/ல் உள்ள 2.28.ஏக்கர் நிலத்தில் வள்ளியம்மை சொசைட்டி பெயரில் ஆக்கிரமித்து பல்துறை கல்லூரிகள் கட்டப்பட்டிருக்கின்றன. இந்த நிலத்தை கையகப்படுத்த நீதிமன்ற உத்தரவு இருந்தும் ராம்மோகன் ராவ் பின்னணியில் உள்ளதால் அவற்றை கிடப்பில் போட்டாராம்.இதற்காக பெரும் பணம் கைமாறியிருக்கிறது.*
