From Gods perspective handling evil is a very nuanced and balanced affair.  There are a number of factors. The first is to reform the evil instead of eliminating . This is especially true for kali yuga since people are most corrupt mentally. So whats the point in eliminating? So having decided to reform what would God do next. He will prefer to not instil the fear of divinity as fear hinders true progress. He would also not let them lax also too much. A fine balance required there.  He has to be constructive  as He really wants their self confidence to increase.  You have to understand that true confidence is constructive. It is false confidence that will cause problems. At the same time unnecessary bluster and ego to be eliminated. He has to reduce the negative influence of evil on others adeptly. Finally He has to increase the charm and show benefits of being good and make people follow good, All have to be done in a subconscious way with the evil  not knowing they are being reformed.


Overall to reform the evil, one of the finest balancing acts has to be designed and enacted.
