V Kalyanam, Mahatma Gandhi's personal secretary, tells Shobha Warrier/Rediff.com why the prime minister's Clean India campaign won't succeed easily.


The first time I met V Kalyanam, Mahatma Gandhi's personal secretary, was in 1997. He was healthier and fitter then.

Today, at 93, he is frail and walks with the help of a stick, but even today, his inexhaustible energy and fetish for cleanliness have not waned a bit. His day starts at three in the morning with a cup of coffee which he himself makes.

From that moment onwards, he spends all his time cleaning the house, the apartment premise, and tending the plants in his garden and terrace. His daily routine also includes sweeping the road early in the morning, but with age catching up with him, he has abandoned it for the last one year.

But he is angry these days; angry because he says, Indians have no respect for cleanliness and discipline. That is why he decided to write to the prime minister appreciating his efforts to make India 'Swachch Bharat,' but he also warned Narendra Modi that success in the mission is difficult.

He spoke to Shobha Warrier/Rediff.com on why he felt so...

For the first time, a leader in India is talking about cleanliness...

I have been talking about cleanliness from 1948. I joined Gandhi's Sewagram Ashram because of my love for cleanliness. My hobby is cleaning. I treat the broomstick as my God. I don't go to temples, churches or mosques.

Was it because you were inspired by Gandhi's idea of cleanliness that you joined him?


No, I was inspired by Englishmen who were my neighbours in Shimla where I was born and in Delhi where I grew up and worked. I had seen Englishmen coming back from work, put on the cleaning dress and start working in the garden.

I joined Gandhi because he was very clean. He himself had said, 'the British, whatever their faults, had one cardinal virtue. They maintained cleanliness and compelled observance of all laws. I have learnt the laws of cleanliness from the Englishmen.'



From the day Gandhi died, every day of my life has been spent cleaning my premises. I spend 12 hours a day sweeping; I have a garden in the apartment, a vegetable garden on the terrace to tend and clean.

I used to clean the road at 5 am, but I don't do it regularly now as I am not able to walk properly.

Cleaning fills my stomach; sometimes, I even go without food for three days. If everything is clean, I feel I had a good meal.

Do you think Modi's Swachch Bharat initiative will make India clean?


No. That is what I wrote in my mail to him. I wrote, 'You may not succeed, but I wish you all luck.'

Why do you feel so?

The way he is doing it is wrong. What you have to do is, make the person who has to clean, do it. You should make every household responsible for its surroundings. The corporation is responsible for the main roads. It is the corporation's, panchayat's and municipality's duty to clean the roads.

Look at the roads here. Does the corporation do its duty? Only Modi is doing something somewhere in Delhi.

Unless Modi takes stringent steps, he will not succeed. His steps have to be dictatorial!

What should he do?

He must give the responsibility to some people. Let him hand over Chennai to me. I will show him how this dirty city can be cleaned. But I must be given powers.

If someone from an apartment throws garbage onto the road, I will stop water supply to the apartment but he should not go to court for that. I have no time to run behind such cases; I have better things to do.

Why do you say only dictatorship will work to make India, a democratic country, clean?


Did Gandhi succeed in uniting Hindus and Muslims, eradicating untouchability, stopping lotteries, racing and drinking? He wanted prohibition but who has listened to his words? Here, the government is selling liquor to people.

Now, they no longer are singing Gandhi's praise; they have forgotten him completely.

In your letter, you addressed Narendra Modi as 'No-Nonsense Prime Minister'....

That is because he doesn't want all this nonsense. But he will have to work hard to achieve all this.

At present, he is asking people to participate in the cleanliness drive through the involvement of celebrities. What do you say about it?

What are these celebrities doing? Taking pictures with a broom in their hands. They don't even know how to hold it properly. It is only for photos that they hold a broom; nothing else.

Anil Ambani should ask his people to keep his office clean; he need not stand with a broom in his hand. That is not his job. But Ambani should be made responsible for the cleanliness of his office and its surroundings.

Similarly, principals of all schools and colleges should be made responsible. Principals should be taken to task if the premises are dirty because it is his duty to make those responsible do the work, and it is not his duty to sweep the college premises. You should understand the difference.

Like they do in foreign countries, cleaning the streets should be done at night; from 11 pm to 4 am.


One place in India which I found spotlessly clean was Baba Ramdev's ashram. That is how the entire country should be.

Are you hopeful of the mission succeeding?


Modi has asked for five years to implement his ideas. Let's see. Unless he uses his power to make people work, he will not succeed. He may cry hoarse, but he will not succeed.

In our country, people do not have a sense of discipline. A multi-millionaire staying here throws cigarette butts onto the yard all the time which I clean. Still he does it without any shame.

In your letter to Modi, you have written that like Sachin Tendulkar is to cricket and Viswanathan Anand, to chess, you are to cleanliness and that their records may break but not yours....


I am very confident that nobody will beat my record in cleaning. I have been cleaning from the age of 8; for the last 85 years! They say cleanliness is next to God, but I say godliness is next to cleanliness.

I have no faith in God; I have faith only in cleanliness.

Do you pray or worship?

I don't believe in religion and I don't belong to any religion. I don't go to any temple. Let the God come to my place and see me!

I worship only work, and I will tell you what I worship. Every morning I start my prayers at 3 by writing Sree Rama Jayam, Allahu Akbar and Jesus never fails.

I started writing this after I went to see a friend soon after Gandhi's death. I waited for him in his room as he was taking a shower then. When he came back, I started talking. He asked me to keep quiet in sign language and started writing Sree Rama Jayam in a note book.

From the next day, I started writing my prayers, but improved upon it by adding Jesus and Allah. That was because I was with Gandhi.
 
Mahatma Gandhi did connect with people from all strata of society and inspired them to be different. Many gave up their jobs and lifestyle to join him. Now, Shri Narendra Modi has taken that position and is very successful in building a cohesive group of various sections of people - villagers, professionals, academics, non resident Indians, and has seized the attention of world leaders for his sincerity and vision. He is not averse to talk about India's poverty and cleanliness, nor is afraid to about our greatness and civilizational inheritance. He is sure to transform India without diluting its culture, hindutva and traditions.
 
My take on this cleaning campaign is that it must start first with Government Offices , Government Schools and Govrenment Collages . Especially in Schools and Collages one period per week must be dediced to cleaning the school area and its surroundings and each student must be given a notice that lists how one must keep one's surroundings clean . If cleaning habits are learned when yvery young they stay with you automaitcally when you grow old .
Also cleaning is incomplete without effective Garbage disposal mechanism and also cleaning is incomplete without going Green . There is no point in cleaning your locality well and dumping the grabage in the adjacant locality or if it is a toxic substance disposing it some where else which will cause harm to the people in those areas . The more Green we go the better will be our garbage disposal mechanism as there will be less garbage to dispose and more to be recycled if we go green .

At least Modi is trying to make a change.

I feel Modi seems approachable ..that is very important for a leader.

I was seeing the news just now where Obama was addressing some questions and answers with regards to issues in Myanmar.

I noted he was very relaxed and casual..took of his coat..and rolled up his sleeves and the crowds as usual goes sort of "crazy" for him and the Q and A session went well.

It had a celebrity talk show appeal.

Now I feel Mr Kalyanam should realize that this is not the Gandhi era anymore and times have changed and Draconian rule might not work.

I don't think Kalyanam is negative about Modi; he is only not approving the way Modi's Swaccha Bharat scheme is being floated and advertised etc. I also hold more or less similar views.

One has to live in and experience India in order to understand its inability to be a "clean country" on the lines of the west. We, as a people, were/still are more conscious and meticulous about maintaining ritual purity of "Shuddham" and, in our vocabulary, this Shuddham means "pure, clean, unpolluted, etc.". Ironically this Shuddham does not translate into the western concept of "clean" and therein lies the crux.

The lower castes did not have even this Shuddham concept, historically, and their living conditions in their segregated slums or "Cheris" is even today, without the minimum hygiene requirements. The recent CAG report has exposed the sorry state of affairs even in the much-trumpeted "Gujarat Model".

Therefore, unless some deliberate steps are taken for civic cleanliness, garbage disposal, etc., Swaccha Bharat will be only a day-dream.

Also Modi when he took over as the PM in 2014 assured people that he will give his report card after 5 years in 2019 when the Conutry again goes for polls .So we need to give time for all these projects to take shape and evalaute the success of the various projects in 2019 . But I am happy that at least the ball has started rolling with regard to keeping the country clean and as stated in my earlier message it is high time that Schools and Collages must take these projects seriously and train & educate the students in keeping the surroundings clean so that when they grow up these positive habits come naturally to them .

I am sure if you give Lalu, or Karunanidhi 100 years they too would give you report card. What the report card contains is more important.
Words are cheap, and after 5 years there will be election and people will vote, it depends on how BJP or modi spins their report card.

There was a two man race between an American and a Russian.
The american reporter said the American won, and Russian lost.
The Russian reported that the Russian came second but American came last but one.
It is how you present it.
 
What I also fail to understand that when Congress was ruling and it was far from perfect..no one was so vocal as to voice their dissatisfaction.

But now when India has Modi who is pro active and trying to make a change everyone seems to "oppose" him in some way or the other.

I get a feeling Indians themselves do not like to "improve".

Its like that crab story again..all crabs in a glass container with no lid becos when one crab tries to climb up the other crabs pull it down!LOL

There is a difference between a 5 year report card and 100 year report card . I am not a great fan of Modi but I feel that having been given a mandate for 5 years we must give him that amount of time to show some results but at the same time we must criticise where he should be criticised and there is nothing wrong in the same .Sri Kalyanam has only echosed this aspect in his interview "Modi has asked for five years to implement his ideas. BTW people are not fools and BJP got a severe drubbing in 2004 when their much hyped "India Shining Campaign" flopped and they were punished again in 2009 and Congress was given a severe thrashing in 2014 for not makingproper use of the 10 years given to them and what they gave were scam after scam and that masked whatever positive they did .
Now Modi is given a chance but if he takes this chance for granted he will be shown the door the same way Congress was shown the door .


So let us not be overtly pessimistic or overtly optimistic and be realistic .

There is a pattern easy to find of modi baiters - communist-left leaning, hindu haters, self professed seculars, funded by the west either in grants, visits or livelihood, find fascination with two abrahamic religions, people with foreign wives. Someone is compiling a list of such people. It is not necessary as the breed stands out and perfect proof of the tamil saying 'கை புண்ணுக்கு கண்ணாடி எதுக்கு'.


 
When confronted by a bigger threat, Hippos defecate and spread it with their tail. Just to tar the opponent is the clumsy way of the poor animal. To disparage people with opposing views is a totally inappropriate in social setting. It might be accepted practice in achada, and RSS.

I agree Congress/UPA was a government distant from the people, and when their astronomical looting of the country also became public, they had but to go! Modi then enters the stage and like Krishna in Chapter X of the Gita, projected himself out (larger than life) and promised sky-high things. The people of India, gullible as many of them are, and believers in Avatars and "yadā yadā hi dharmasya gḷāniḥ...etc.", voted Modi to power, and, with the lowest vote share (31%) Modi has secured majority in Parliament. So, that means that 2 out of 3 voters did not get carried away by Modi and his theatrics.

Naturally, therefore, there is a vast majority out here who are sceptical. It is not that they "themselves do not like to "improve"", but when the question is about the Swacch Bharat Abhiyan, we (rather, I) know for a fact that it will never be possible to bring India to that level of civic cleanliness as in USA, or even M'sia which has just 20% the population density of India. We just do not have the space to dump the gargantuan quantity of garbages which the country produces daily. The only possible experiment is to run "garbage trains" from each state to the west of Jaisalmer and make the Pakis flee west due to the stench!

Hence, this is not a crab story but one of wise counsel to a government of reckless promises. (The black money in Swiss banks story has now become one of புலிக்குப் பயந்தபேர் என்மேலெ விழுங்கோ (pulikkup payantaper eṉmele viḻuṅko = those who are afraid of the tiger, fall over me!) story, you see!
 
Hippos do it normally; no threat is necessary; one can see it in vandalur zoo or in geographic channel. Someone is beginning to see light. Fine, as long as one remembers that spitting against wind will get it back in full force fully on the face.

Wild rants against tambrams, hindus and those working hard to preserve, cherish and nurture sanatana dharma have to be met with greater force.

By the way, RSS has never criticized anybody. It only highlights issues which are misused and misquoted by the seculars. If some examples of RSS disparaging people of opposite views is shared, a proper understanding of the socio-cultural organization can be attempted.
 
in democracy whoever gets the maximum vote on one vote per adult is declared winner . we have to accept and not talk of those who did not bother to vote. we can

hardly talk of vote share to belittle the achievement of one party which has won.

of course ,some rash promises do get made in the heat of election by all parties.

People got carried away and voted for the best alternative. but people are not foolish .they know what they want from the party they voted for

if this govt does not deliver on economic front ,it will be a one term govt.

Cleanliness slogans can make some difference. but ultimately it is peoples participation and initiatives which can make it a success .

in my locality in delhi , atleast the municipal workers are making an effort to keep the colony clean .

also I get very clean water in taps which I have not experienced in my lifetime in delhi.

thanks to modi black money is getting linked to international terrorism in G 20 , there might be more willingness in foreign countries to part with info india wants on

black money stashed abroad.
