Is it really? You drive with this Umbrella? Is it safe? Is it legal?
 
So long as the umbrella does not swerve & hit bystanders or fly away & cause injures I do not think there will be some issue! But it would occupy additional width & will the scooter be able to wriggle its way in narrow lanes? A big question mark!
