Forget the 'aam aadmi', even the voice of the Prime Minister appears to have little weight in this country!

Chew on this: On August 11, 2014, PM Narendra Modi posed a question to the Union ministry of law and justice on the floor of Lok Sabha. Six months and 13 days later, the question still remains unanswered.

So, what did he ask? According to the Lok Sabha website, the six-part unstarred question (No. 4604) pertained to the inclusion of parents' name in documents. While Union minister Ravi Shankar Prasad, who then held the law and justice portfolio too along with communication and information technology, did respond to the query as per protocol and stated that "information is being collected and will be laid on the Table of the House". The question, thereafter, seems to have been conveniently forgotten.

An unstarred question is one which is not called for oral answer in the House and on which no supplementary questions can consequently be asked. A written answer is laid on the Table after the Question Hour by the minister to whom it is addressed. (Source: Parliament of India website)

Apart from Narendra Modi, the same question was, incidentally, also raised by Trinamool Congress MP (from Bishnupur in West Bengal), Saumitra Khan.

"Imagine the plight of a country where even the Prime Minister's question goes unanswered. What would then be the fate of questions raised by ordinary members?" asked Rakesh Dubbudu, RTI activist and founder of 'Factly', the online portal (aimed at making public data meaningful) that first brought this issue to light.

The bureaucracy is to be blamed for this...Hope action is taken against the wilful negligency of concerned officials

The Bombay High Court on Monday asked the petitioners to formulate questions relating to problems arising during issuance of passport which need to be decided upon while hearing petitions on passport applications which were not processed because they did not provide the names of their biological fathers.
“Formulate questions relating to problems which have to be decided. This involves passport issues relating to the children of unmarried or single mothers, cases in which a child who has attained18 years of age is under compulsion to give his biological father’s name and if there are any international norms and treaties which are accepted by India which requires such disclosure,” said Justices VM Kanade and A R Joshi. While giving its oral observation on adoption, the HC asked if other countries also require display of names of biological fathers in the passport.
It also said that the apprehension of the passport authority relating to this matter was genuine as a person could manipulate its identity by giving different names.
