Government likely to ban sale of loose cigarettes, Rs 20000 fine for smoking in public

NEW DELHI: The government is considering a proposal to ban the sale of loose cigarettes, a move that will hit ITCBSE -0.03 % and other cigarette makers hard as 70 per cent of retail takes place in this form.

This is one of the many measures proposed by an expert panel set up by the health ministry. Other suggestions include raising the age limit for consumption and increasing the fine for smoking in public spaces to Rs 20,000 from Rs 200, apart from making this a cognizable offence.

The expert panel also wants the government to impose a harsher penalty of Rs 50,000, up from Rs 5,000 now, on manufacturers for violating the provision on carrying pictorial warning signs on cigarette packets. Members of the committee, who spoke to ET on condition of anonymity, said the panel also recommended raising the age limit for tobacco consumption to 25 years from 18 years, banning advertisements at the point of sale, and increasing the size of health warnings to cover almost 80 per cent ..

some dedicated smokers buy loose cigarettes to reduce smoking and have some control over themselves . if they are forced to buy packets , it would be encouragement of

smoking.long time back I was a chain smoker . I abruptly stopped one day for various reasons .

My friend always used to buy single cigar..If he is forced to buy in packets it will hit him hard..May be he will not buy at all

But who knows how addiction will work?

May be revenue goes up after this!

Japanese TQM or QC or whatever one can call.
Attack the major problem first to get max benefit. When major problems are cleared, minor problems can be tackled.

When a deming prize company took up the problem (one of many) of coolant consumption in the shop floor, in the final report to the auditor, listed the causes and solutions for reducing coolant - leakage, evaporation, spilling, spray during cutting, incomplete emptying of drum etc. The group was flummoxed when the wise auditor asked - you have reduced consumption from 1000 to 500 litres (say). But tell me what is the ideal minimum consumption. The report was not accepted and back to drawing board.

One tobacco habit that has quietly vanished is - snuff.
