If in the world, one country has to be picked out for grossly under-performing given the potential, it is India. India as a matter of fact, shows signs of resurging especially with respect to economy. The focus should be first on making India on par with western standards with respect to economy and standard of material comforts.
We should concurrently work on politico and social aspects and endeavour to make India politically and socially stable. This is tricky because it is the political masters who decide the fate of this and if they work on the basis of vested interests, this goal would be impossible to achieve.
Someone has to break this obstacle. It would be that politician who understands the fact that it is not only in the interest of his country but also in the interest of etching his name permanently in the hall of fame of Indians that this needs to be done. Real selfless work as a side effect also serves self interest.
Areas such as science and technology, arts and sports need to be promoted. the political will can again clinch this. There is no dearth of talent in the country but that needs to be correctly nurtured and made to blossom.
The image of India needs to be worked on too, very seriously. It should not only be projected as a country that is well in sync with what is happening around but also one that has an important USP and so be a world leader.
I think the above goals are eminently achievable and only depends on the political will and capability to understand and tackle those who are conniving against such goals.
