How is the country ranked? In india too some service providers 32 Mbps. I haver 4 Mbps connection and get a typical 3 to 3.5 Mbps on large file downloads. Normal speed test tools give between 2.0 and 3.0 Mbps.
 
Results for me as per this site for test done now is 3.4/0.42 against specified 4.0/0.512.
So the site averages tests done over a period. If high speed users do not visit this site, results may be skewed.
