When only an evil need to be used to cure an another evil, it seems all the concerns pertaining to it goes wrong.

The thought I wanted to express is this.

Fire and kerosene may be good servants -
but bad masters and hence they both are evil to human.

So when we fight one evil (the fire) with another evil (the kerosene) the fire will not get put out.

But as you have pointed out correctly the kerosene being a friend of fire will make stronger and more damaging, causing greater evil to them who wanted to fight one evil using another.
