If we accept all matter forms & biological beings are ‘Him’ in various forms of play, then ‘Seer/Self’ that sees all these is also ‘Him’. Thus matter forms and energy underlying them, Seeing self and the Consciousness underlying it are all ‘Him’. Bhakti to ‘Him’ is needed as long as we perceive the ‘bheda/difference’ between ‘External’ & ‘Underlying’, like glaciers & ocean that host them are differentiated

If Shiva is like Consciousness, then Vishnu is Universal manifestation of Consciousness, like the property of ‘self’ manifesting in all biological beings. Then Amba is like Consciousness locked inside ‘self’ of beings,expressed as Uma (their thoughts/signaling) or durgA/gangA (their actions).
Sa-amba shiva means Shiva with Amba. As unalterable property of energy, the Shiva remains witness, Amba, the potential and kinetic energies locked inside matter forms drive their evolution.
