Prathivadi bhayangaram Annan passes an 'injunction' for the welfare for Sri Venkatesa (describing Lord's features) in this mangala sasanam.

Why should Annan pass an injunction for welfare of the Lord.?

Starting from Alwars, the concept of Vaishnava bhakti is to place the Lord (in the mUrti) above the 'self', serve that mUrti as the Lord and seek welfare of the Lord and nothing for 'self'. Hence Annan passes a sAsanam calling for welfare of Sri Venkatesa in whom the Lord resides.
