It is raining cats and dogs in Chennai! Roads are flooded and traffic snarls everywhere! More rains are forecast for the weekend!

It rained heavily on Thursday night and the city woke up to more rai on Friday morning

It's not been an easy week for Chennaites with heavy rains lashing the city incessantly. Subways are filled with water, suburban trains are running late or cancelled, schools and colleges are closed and most office-goers are stuck at home. For anyone hailing from Chennai, this has become an annual affair in the city. Though the state government and Chennai Corporation announce elaborate plans every year on how to combat rains, the ugly truth is that the city is just not equipped to deal with downpours.

It rained heavily on Thursday night and the city woke up to more rain on Friday morning. And Chennai's woes are set to continue as the MET department has predicted more rains.

A petition has been started by lawyer Rajasehkharan Chandrasekharan demanding that the Chennai Mayor should take up flood relief on a war footing. Petition here.

[h=1]Chennai floats as heavy rain pounds Tamil Nadu[/h]Chennai: Rains today continued to batter several parts of Tamil Nadu under the influence of an active North-East Monsoon as the toll in rain-related incidents in the state stood at 48.

Normal life was thrown out of gear with heavy rains pounding Chennai city, the suburbs and neighbouring districts since last night.
Arterial roads, including Anna Salai, Poonamallee High Road and GST Road in the city came under sheets of water, hitting vehicular movement.

Areas around Fort St George, Chennai Central Railway Station, office of the commissioner of police and Kilpauk were inundated.
Long lines of vehicles could be seen everywhere and rubber road barricades were seen floating on Poonamalle High Road and vehicles including a city MTC bus stopped mid-way as water rising over two feet clogged the engines.

Subways dotting GST Road linking southern suburbs like Adambakkam, Madipakkam and Pazhavanthangal with the city saw waterlogging, slowing down office-goers. Power supply was disrupted in some areas.

Neighbouring districts of Tiruvallur and Kanchipuram, too, witnessed good rain.

ஐப்பசி மாதம் மழை நீரில் சென்னை மிதப்பது புதிதல்லவே ! இது காலம் காலமாக நடக்கும் இயற்கையின் நியதி.
நவாபுகள் ஆண்டபோதிலும் சரி, வெள்ளையர் காலத்திலும் சரி, மற்றும் பல அரசுகள் கைமாறினும் நகரின் தாழ்ந்த பகுதிகளில் வெள்ளப்பெருக்கினை தவிர்க்கமுடியவில்லை. இதன் முக்கிய காரணம் நகரின் வடிகால் கால்வாய்கள் சரியாக பராமரிக்க தவறியது தான்.
சென்னை நகர் கடற்கரையில் உள்ளதால் மழை நீர் வெளியே வடிய முடிவதில்லை. பண்டைய அரசர்கள் மழை நீரை சேமிக்க நகரிலும் நகரை சுற்றிலும் ஏரிகளை வெட்டி நீரை சேமித்தனர். "பாக்கம்" என்று அழைக்கும் பேட்டைகள் (நுங்கம்பாக்கம் , சேப்பாக்கம், கோடம்பாக்கம், செம்பரப்பாக்கம் ) எல்லாவற்றிலும் ஏரிகள் இருந்தன . நான் முதன் முறை 1946 ல் சென்னை வந்தபோது நுங்கம்பாக்கம் ஏரி இருந்தது , அவ்விடம் இப்போது வள்ளுவர்கோட்டம், மகாலிங்கபுரமாக மாறிவிட்டது !
மனிதன் இயற்கையுடன் இணங்கி சென்றால் வாழலாம், அன்றி எதிர்நீச்சலடித்தால் அழிவைத்தான் எதிர்நோக்கமுடியும்.

Despite reasonably good rains, the combined storage level is less than 30%. We require more rains this month, to avoid water scarcity during summer.

Rain water entering houses is a big nuisance...In 1970's when we constructed our house it was 3 feet above the road level...With continuous increase in road height by by successive administrations our house (floor level) is now below the road level..When there is heavy rains water enters the Ground floor....I think there is no solution but to lift the house by screwjacks which is a costly proposition!

And with the road gaining height over the years, the ground level of the house is below the road level and when it rains, both rain water as well as sewage water enters into the house and causes concern.

I think the civil authorities need to insist the contractors to scrap the existing road before relaying new ones. They don’t do this.

Very true! I shudder to think of the old and infirm living in these houses!

[h=1]After Heavy Rains, Chennai's Inundated Homes Anger Residents[/h]

In south Chennai's low lying densely populated Velacherry area, senior citizen Nagambal's home on the Tansi Street resembles a small pond.

Friday's heavy rain inundated several low lying areas and it is a nightmare for many, both inside and outside their homes.

The elderly woman, who lives with her husband, said, "Whenever it rains we go and sleep at our daughter's place which is at a higher level. There's no way for the water to go."

Her neighbour, Lakshmi, said, "We can't even go out to get milk."

Storm water drains in these areas just don't work, the residents complain. Though the rain has stopped but the water has not receded despite efforts of the Chennai municipality.

Residents in these areas say they pay a lot of money as property tax every year. While this crisis continues during every monsoon, many ask should they pay tax at all.

Henry, a banking professional, had to move his wife and two year old son to his friend's place last night after water entered their home. The situation has been like this for as long as he can remember, he said.

Chennai's interior roads are the worst hit. Many stretches are battered by deep pot holes.

But more worrying than the civic damage has been the loss of life. At least 60 people died in rain related incidents across Tamil Nadu in six days. Cuddalore which was the worst hit during the recent deep depression is still grappling.

The meteorological department says a low pressure trough in the Bay of Bengal will turn into a depression. More heavy rain is expected on Monday across Chennai and north Tamil Nadu.

Chief Minister Jayalalithaa said, "Losses are unavoidable when there's very heavy rain. Swift rescue and relief alone are indicators of a good government."

Ministers and senior bureaucrats have been deployed to coordinate relief work in the districts, the government said. Story First Published: November 14, 2015 22:57 IST

Chennai rains.

Policemen repairing the roads !. Their duty is to regulate traffic, not repaing roads. It is the job of Chennai Corporation.

Every one is complaining about the lack help from Government agencies to clear the water, but
fail to realise that this disaster is their own making. People flout rules by corrupting the officials while building their houses. Look at the condition of Cooum river, the main artery for draining excess water in the City .At one time the excess water from Lakes and water bodies in the City were drained into this river. Now, It is clogged with untreated sewage flow and tonnes of solid wastes dumped every day. As per ennumeration done in 2003, about 9000 families live in 3500 illigal hutments built along its banks on both sides of the river. In addition 450 shops and commercial buildings are built on the banks of the river. The same conditions prevail in other water outlets like Bukkingham Canal and Adyar river. All the old "pakkams" which stored excess rain water have been indiscriminately converted to "purams".

Madras pattinam, is a Historical accident,self developed around Fort St George, and not a Town planned as per tenets of Vastusastra for town planning.

As the whole state of Tamil Nadu is expected to receive further rainfall for the next two days, relief seems to be a far cry for residents of Chennai.

Schools and colleges are closed for more than a week now. Boats are becoming a common place in the streets of Chennai, rescuing stranded citizens.

This video from Velachery shows an old woman being taken to a hospital in a boat. The Chennai Corporation and private groups have started providing boat services in many low lying areas of the city.
