Flood-ravaged Chennai and its suburbs enjoyed further respite from rains on Saturday but residents battled scarcity and high prices of essential commodities even as communication and train services were partially restored and day-time air services are to resume on Sunday.

Announcing the start of day-time domestic commercial operations, the Airports Authority of India said on Saturday night that decision on night operations would be taken on Sunday.

Only technical flights and ferry services were operated on Saturday. However, intermittent rains and an overcast sky kept the people on their tenterhooks while waters receded in a number of areas.

ட்டின் நான்காவது பெரிய நகரமான சென்னை, தன்னைவிட 3 பெரிய நகரங்களான டெல்லி, மும்பை, கொல்கத்தாவைவிட பாதுகாப்பான நகரம் என பெயர் பெற்றிருந்தது. மும்பை, ஒடிசா, ஆந்திராவில் வெள்ளப் பாதிப்புகள் குறித்த செய்தி வரும்போதெல்லாம் நாம் எவ்வளவு பாதுகாப்பாக இருக்கிறோம் என சென்னை மக்கள் பெருமிதப்பட்டனர். இந்த வட கிழக்குப் பருவமழை அந்தப் பெருமிதத்தைச் சிதைத்துவிட்டது.

ஆண்டு சாதனையை முறியடித்த மழை!
கடந்த 100 ஆண்டுகளில் சென்னை சந்தித்திராத மழை என்கின்றன புள்ளிவிவரங்கள். ‘வரலாறு காணாத மழை’ என்ற வாக்கியத்தை உண்மையாக்கி உள்ளது சென்னையில் இந்த மாதத்தில் கொட்டிய மழை. கடந்த 1918-ம் ஆண்டு நவம்பர் மாதம் சென்னையில் பெய்த 108.8 செ.மீ. மழைதான் இன்றைய அளவுக்கு மிக அதிகபட்ச மழையாக இருந்து வருகிறது. நவம்பர் மாத இறுதிநாளில் இடைவிடாது பெய்த மழையால், இந்தச் சாதனையை முறியடித்து உள்ளது நடப்பு ஆண்டில் பெய்த மழை. இந்த ஆண்டில் நவம்பர் மாதம் பெய்த மழையின் அளவு 119.73 செ.மீ. 1918-ம் ஆண்டு பெய்த மழையைவிட 10 சதவிகிதத்துக்கும் அதிகம். 1918-க்குப் பின்னர் 1985-ம் ஆண்டு சென்னை ஒரு பெருமழையைச் சந்தித்தது. அந்த ஆண்டில் சென்னையில் பெய்த மழை 97 செ.மீ. என்கிறது புள்ளிவிவரம்.

[h=1]India bolsters Chennai flood relief, residents criticize slow response[/h]India deployed hundreds of extra soldiers and relief workers to the flooded city of Chennai on Saturday, as residents said the government has been too slow to respond to the havoc wrought by the heaviest rains in a century.

About 280 people have died across Tamil Nadu state since it was hit by torrential rains on Dec. 1 that left large sections of capital Chennai under up to eight feet (2.5 meters) of water, and trapped people on rooftops with no communication.

Although the rains had stopped and Chennai's airport had partially reopened, more than half of the city was still flooded and some residents trapped on rooftops, too scared to wade through the water, officials said.

"Some have old parents, they don't want to take chance," said M. Vijaykumar, deputy director of Tamil Nadu Fire Service.

Without going into statistics, I believe this season's rains must be one of the worst Chennai has experienced.

CHENNAI: Girijashankar, a 63-year-old retired doctor, had just stepped out of his house in Nandanam to buy medicines for his 90-year-old mother who lives two streets away when he was washed away by a sudden surge of floodwater.

His family had no clue where he was until the water receded two days later and his body was found in the compound of his mother's building - Balaji Apartments.

"His body was wrapped around a scooter parked inside the apartment complex. Perhaps, he had tried to hold on to it to avoid being swept away but the water level was too high," said a family member.

The family said Girijashankar and his wife Anita had come down from Florida for a 15-day trip to visit relatives, and had been staying at their flat in Almighty Apartment on Nandanam 11th Street.

Neighbours had urged him not to step out on Wednesday, but he wanted to make sure he attend to his mother, who lives with her elder son. "She had vomited and was uncomfortable. Since his brother was not home, Girijashankar wanted to help out. He was a very devoted son and used to frequently come down to the city to meet her," said Priya, a relative.

While the water level was not very high at the entrance to 11th Street, it rose quickly down the road. In fact, the water was gushing in so fast that a portion of the compound wall near his mother's apartment had crumbled. "When he didn't return, we went around looking for him in hospitals," said Rashmi, his niece.

With mobile networks down and no other way to contact the family, residents of Balaji Apartments waited until the water receded and went to Girijashankar's apartment on Friday to give his wife the tragic news. His family remembers him as a very friendly, cheerful person who also carried out charity work.

Girijashankar, whose all four siblings are doctors, studied at Loyola College and Madras Medical College before practising at Government Stanley and Government Hospital at Royapettah. He later moved to Florida, with his wife where he practised until his retirement recently.

People of chennai displayed a great sense of bonding with each other overcoming caste, religion prejudices to a great extent.

I still remember visuals of a married woman clutching hands of two kids saying I will hold the hands of anyone who will rescue me and my kids from the rains..

The presence of defence forces helped a lot in rescuing many.

Why does it have to be ultimately the forces anywhere in india for relief in any calamity?

Whenever calamities strike a particular State, it is duty of Govt. of India to provide required aid and assistance to the affected State which includes deploying, at the State’s request, of Armed Forces, Central Paramilitary Forces, National Disaster Response Force (NDRF), and such communication, air and other assets, as are available and needed

There are also Home Guards and Civil Defence volunteers drawn from different walks of life and imparted training on rescue and relief measures. The State Government will also utilise their services

The National defence forces along with Coast guard and National Disaster Response Forces have the necessary equipment and skill in providing rescue and relief operations...It is the duty of the Central Government to provide this facility during any national calamity..Let us salute the forces...
 
Had the State Govt been little bit active and applied its mind in opening the lakes two or three days earlier, the flood situation would not be this much worst; perhaps might be under control.
 
[h=1]Chennai rains: Tamil Nadu turns down Karnataka’s help[/h]For Tamil Nadu, a helping hand extended by the US to tackle the flood situation is acceptable but not a generous gesture by Karnataka. The Tamil Nadu government has conveyed to Karnataka that it does not want assistance given by Karnataka in this regard. The Tamil Nadu home secretary reportedly conveyed this message to his Karnataka counterpart S.K. Pattanayak.

Chief Minister Siddaramaiah had on Wednesday announced Rs 5 crore as assistance to Tamil Nadu. The health department was willing to send medicines to Tamil Nadu while the Rural development and panchayat raj department has already sent a large consignment of potable drinking water. Karnataka Milk Federation was about to send three tankers of milk to Chennai. The devastation is so severe that the administrative machinary is reportedly not equipped to receive and distribute the milk, so the proposal was shot down, said sources.

Meanwhile, Chief Minister Siddaramaiah said, “We are yet to send the cheque.” Former PM Deve Gowda when asked about the refusal, said he felt sad that the Tamil Nadu chief minister had turned down the offer. “It is a gesture by a neighbouring state during a distressing phase.”
