Could someone throw light on when was the origin of the Tamil Calendar?

What is the significance of the 1st day of the 1st month of the 1st year of the Tamil Calendar? Was it arbitrarily chosen or was there any significant event/incident which prompted the then tamil society to start counting days from then?

One version says, the day when Agasthia Muni, who is believed to have gifted the Tamil Language, is accepted as the origin of Tamil Calendar. Is it true?
