Mr Arvind Kejrival has implemented free water of 20000 liters as announced but fell for the bureaucratic trap of charging in full for consumption above that mark. That means upto 20000 ltrs free and 20001litrs will be charged full !
This is how the good old Nehruvian Socialism worked. Government is run by these Babus who will never loosen their grip over the Politicians, Arvind Kejrival is not an exception. I was hoping that this young man will bring fresh measures to cleanse the administrative setup. But the first measure is disappointing. Let us hope he would show his mark in other measures promised by AAP.

the first step of 20k litres of free water is interesting when he says he will charge in full if it exceeds even 1 litreAgreed .it would have made more sense if tariff was graded above 20k upto 100 percent depending on consumption level. 20k per month is 660 litres a day translating to about 40 -17 litre buckets of water -good enough for small family . Even middle class family of 2-3 can take advantage of it . This means savings of 5to 6 hundred rupees a month. In my home in summer I do not get regular supply at tail end of supply line more than 30 to 40 minutes a day. many will be tempted not to overuse water ,a scarce resource. why blame Babus or nehru socialism for this measure. it was AKs campaign promise endorsed by people. I am waiting for reduction in power tariff. It will offer another 1000rs subsidy for most with a minimum bill of 2k and more a month. He can think of raising resources to meet the gap by plugging leakages in water and power . this is more meaningful than other social security measures I am already calculating what I will do with the extra money savings. probably buy more vegetables

What about people with no piped water line, what about them, do they get free water at all?

BTW, Nehruvian socialism brought rapid industrialization to India. There was no Indian private capital to get this done. Blaming Nehru or socialism for perceived bureaucratic goof up is untenable.

you pay for first 20K if you exceed 20K. however an obliging meter reader will help you if you exceed marginally for a price. meter reader zindabad.
only people with meters get this bonanza. poor with no water line do not pay pay anything anyway if they collect water from tankers of water mafia funded by the govt.
agree Nehru socialism did a lot of good in terms of large infra hydra,thermal projects,dams,steel plants,oil exploration ,atomic energy .space and many more areas. he did provide a hindu rate of growth of 4 percent for 15 years.

he has given 400 units free for all . much needed relief from wild power bills
delhi will become a good welfare state . power and water subsidy will put at least about 1k in the hands of the poor and middle class. shiela govt ensured most of the poor got ration cards in pre election drive. her widows pension and funding education of girls thru bank transfer are equally good. Poor widows collect this money thru gram pradhan paying 2 months pension as their cut. still the money has reached the widows. The pradhans also ensure they get various ID proof such as election card,aadhar cards and the like. poor are definitely empowered. Only they have to put up with middle men who would not leave even the very poor without their cut

good for the poor and middle class who consume less power. there is already a differential tariff in place for 400 units. middle class may find it difficult to fall below 400 units. in flats there is the pumping load to fill water tanks. they also have boilers in winter and ac in summer.besides frig ,pcs and tv. they may have to forego these privileges to qualify for the cut
 
I have a doubt. Mr.Kejriwal has taken oath as Chief Minister.He has to win the confidence vote on 2nd January,2014.
Is he authorized to take policy decisions before getting the confidence of the majority of the members in the Assembly.
I feel that in a Democratic set up,the Govt should first become legal and then only start to implement their manifesto.

I am inclined to agree with the views of Mr.Kunjuppu that the family members of Mr.Honest may start enjoying unintended benefits..When I was in Kolkatta,I have heard people talking that Mr.Jyothi Basu's son
accumulated lot of wealth when his father was the chief minister of West Bengal.In today's paper there is a news item that the son
of chief minister of Bihar has more weath than his father.

without sending them for clearance and in the meantime,electric connections of individual houses got disconnected for
non payment of Bills.
In New Delhi except Govt Quarters,all private houses indulge in electricity theft.
The meter will not rotate when heavy consumpton of electricity takes place.
This is mostly done in VIP colonies.Late Mr.Kumaramangalam,Power Minister in AB Vajpeye's cabinet tried to tackle this
problem.He could not succeed.
Let us hope the new Chief Minister finds a solution to this problem.
There is another major problem.No honest person can purchase a Flat/House in New Delhi without indulging in giving bribes.
Everyone in Power & Position(including the Judiciary) in Delhi knows this,but close their eyes to reality.

That's, dare I say, stupid. .....

agreed differential tariff would have been better. poor do not consume much . 660 litres is 40 buckets of 17 litres. where again is the supply for more consumption during peak summer. water is a scarce resource.why should middle class consume more. they consume a lot watering the plants ,washing clothes since they want to get maximum out of domestic help they employ for washing besides cleaning with buckets water their huge flats every day. they throw away yesterdays old water to collect more water today. most can save atleast 30percent on consumption

To reduce doctored meters ,discom replaced them all with their certified meters. however the complaint is that these meters are over senstiive and run even when air is blown into them . many are getting inflated bills . discom have cooked up accounts to get higher taiff from regulaters. hence the need for CAG audit. discom may not agree. we may end up with govt taking over distribution which is again a bad move. new companies if they come in due to tendering ,they are likely to be worse. shiela ensured one thing -24 hrs supply for a price . you have to give the devil her due.
unless there is large scale govt intervention in housing sector ,constructing lakhs of subsidised flats in periphery as in late sixties or seventies, there is no alternative to private builders and high costs

About DDA ,it is said without money it does not move. recently they started with a online system for delivery of services. i wanted a lease to free hold conversion and decided I would not grease these fellows. my relatives and friends laughed and wished me luck. however online and reducing human interface has brought some discipline into them. online ensures proper accountability with time frames . I got my job done without a bribe. in six months . probably I could have saved couple of months with speed money. DTC is better than private operaters .with JNURM they have decent buses. The conducters though lazy and inefficient are more courteous. only safety is a concern for women since they are unable to manage the rowdies and the thugs who board buses.

NEW DELHI: The steps taken by Arvind Kejriwal led AAP government present a "confusing picture" and only time will tell how he fulfils his promises, former Delhi chief minister Sheila Dikshit said on Tuesday.

"It is very difficult to comment at this time about what his plan of action will be. His moves are forming a confusing picture," Dikshit said.

"He is definitely trying to fulfill the promises AAP has made in his manifestos but only time will tell. Let's see how he does it," she said.

Trying to find a chink in Kejriwal's armour, Dikshit said, "They have announced 20 kilolitres of free water to every household with a meter connection. But those who don't have the connection will not get it and also whether Delhi Jal Board will be able to bear this burden of free water, it remains to be seen."

Quizzed about whether the newly formed AAP government will be able to reduce the power tariffs, Dikshit said, "That's probably why he has gone to CAG. He doesn't want the companies to audit, he wants to do it. If CAG agrees, then it's well and good."

Dikshit was speaking on the sidelines of the launch of a book's second edition titled 'Blunders and Way Out'.

The book written by Prof Bhim Singh, Chairman of the Jammu and Kashmir National Panthers Party, is an account of the so called 'blunders' committed by the leaders in Delhi and Jammu and Kashmir since 1846.

"There is a lot of distorted information available about Jammu and Kashmir on internet which might prevent the future generations to know about the actual situation and problems that have existed in the state in past and still continue to exist," Bhim Singh said.

when the poor get anything free while others do not there is a hue and cry. frankly delhi will not go downhill if water is subsidised for the poor.
if few more AAP promises get fulfilled congress will be dead in delhi. shiela is fighting a lonely war without congress support.she can become governor of some congress ruled state
 
Can the power subsidy alone be extended all over India...For each Delhiite there is a 50% savings approx Rs 1200/month...For 200 Million families, all India this would amount to a whopping 2.88 lac crores.(1200*12*20 crores)...Who will subsidize this mammoth bill??

delhi was facing a peculiar problem of inflated bills with sensitive meters and tariff based on cooked up accounts of discom unaudited by CAG. this subsidy only restored the balance and took the poor out of the loop.. it may not be for all india .each state and district has poor with different problems and require a different agenda. in fact AAP had a different manifesto for each constituency finalised in consultation with the people of that constituency

Well, one reader has wrote in today’s Hindu that the cost of the 'free’ water supplied to the consumers has to be met by the JAL Board and this has to be reimbursed to the JAL Board by the Delhi Government. The Delhi Government, in turn, will have no other go except to levy tax on the general public to compensate the cost of ‘free’ water supplied to them, who may be under the impression that they got the water at ‘free’ of cost. So, in other words, it is the public who are to pay for it at last. Is there any escape to this?

I don't think it is in anyway wrong to collect money from people and use it for their benefit .Let the people call it free or paid service as long As people at large get benefited we should not bother about the tax collected from them.It is actually Raja Dharma.

If that is the case, any Party can come forward to offer any number of freebies. But, what is expected is to streamline the administrative machinery by enforcement effective and stringent economic measures and to curtail unnecessary expenditure in areas like manpower, purchases, etc

I thought Delhi which has the highest per capita income of Rs 2.1 lacs among all states which is 3 times national average, will not go the freebie or subsidy way ...As freebies have been implemented, AAP should not take the people's support for granted...The support is not going to be permanent...The moment somebody else is going to better it, the people will go there

maharashtra and delhi would like to follow delhi regarding power subsidy. maharashtra has the same Discom BSES as delhi. AAp is setting the agenda for others to follow even for freebies
