Even in case of example..just say A has made a complain that B is stalking A. A has to prove that he is being stalked and that has brought upon damage. Only then the case has a Locus Standi.

Should we not think of this aspect also when discussing charity?
I am looking at this way too, - what if God gave the brother enormous wealth to see if he helps his sister in need so that he can pack some good 'karma' points. Won't he be sinning more if he doesn't help?
Used to be simple, you do the charity without looking at the recipient or their motives. But that is not right anymore.It is charity, only when the person receiving it is deserving.
Who is "deserving" is another question !

If the recipient is one of the banned organizations you might end up in jail. So you better know the recipient before you give.
